3 amending s. 320.08058, F.S.; providing for the
4 proceeds from the sale of Police Athletic
5 League license plates to be distributed to the
6 State of Florida Association of Police
7 Athletic/Activities Leagues, Inc.; authorizing
8 the use of a portion of such fees for
9 administrative and promotional cost; amending
10 s. 320.08068, F.S.; revising provisions
11 governing distribution of the proceeds from the
12 sale of motorcycle specialty license plates;
13 revising the amount and permissible uses of the
14 proceeds; requiring that a portion of the
15 proceeds be distributed to the Blind Services
16 Foundation of Florida; providing an effective
17 date.

19 Be It Enacted by the Legislature of the State of Florida:
20
21 Section 1. Subsection (16) of section 320.08058,
22 Florida Statutes, is amended to read:
23 320.08058 Specialty license plates.--
24 (16) POLICE ATHLETIC LEAGUE LICENSE PLATES.--
25 (a) The department shall develop a Police Athletic
26 League license plate as provided in this section to
27 commemorate the Police Athletic League in this state. The word
28 "Florida" must appear at the top of the plate, the words
29 "Police Athletic League" must appear at the bottom of the
30 plate, and a shield with the Police Athletic League logo must
31 appear to the left of the numerals.

1 (b)1. The annual use fees shall be distributed to the
2 State of Florida Association of Police Athletic/Activities
3 Leagues, Inc. Florida Police Athletic League, Inc.,
4 2. The league may use a maximum of 15 percent of such
5 fees for administrative costs and a maximum of 10 percent to
6 market and promote the plate. The balance of such fees shall
7 be used to provide educational materials, athletic equipment,
8 transportation, food, medical checkups, counseling,
9 scholarships, and other direct expenses incurred by the league
10 in conducting its youth programs.
11 Section 2. Subsection (4) of section 320.08068,
12 Florida Statutes, is amended to read:
13 320.08068 Motorcycle specialty license plates.--
14 (4) A license plate annual use fee of $15 shall be
15 collected for each motorcycle specialty license plate. Annual
16 use fees shall be distributed to The Able Trust as custodial
17 agent. The Able Trust may retain a maximum of 10 percent of
18 the proceeds from the sale of the license plate for
19 administrative costs. The Able Trust shall distribute the
20 remaining funds as follows:
21 (a) Twenty-five percent to the Brain and Spinal Cord
22 Injury Program Trust Fund.
23 (b) Twelve and one-half Twenty-five percent to Prevent
24 Blindness Florida.
25 (c) Twelve and one-half percent to the Blind Services
26 Foundation of Florida.
27 (d)(c) Twenty-five percent to the Foundation for
28 Vocational Rehabilitation to support the Personal Care
29 Attendant Program pursuant to s. 413.402.
30 (e)(d) Twenty-five percent to the Florida Association
31 of Centers for Independent Living to be used to leverage

1 additional funding and new sources of revenue for the centers
2 for independent living in this state for the purpose of
3 setting up direct-support organizations for each center, and
4 for programs and activities serving disabled Floridians. Each
5 center participating in the development of a direct-support
6 organization shall be eligible to apply through the
7 Association for a startup grant of up to $50,000. Thereafter,
8 to the extent that funds are available, each participating
9 center may apply for funds in the form of matching grants. The
10 first year, the centers shall provide 25 cents for each dollar
11 requested. The second year, the center shall provide 50 cents
12 to each dollar requested, and thereafter, the center shall
13 provide a dollar for dollar match for each dollar requested.
14 The match shall be from private, nongovernmental sources.
15 Section 3. This act shall take effect July 1, 2006.

COMMITTEE SUBSTITUTE FOR

20 The Committee Substitute revises provisions governing the
distribution of proceeds from the annual use revenues from the
21 sale of motorcycle specialty license plates. The Committee
Substitute requires that a portion of the proceeds be
22 distributed to the Blind Services Foundation of Florida and
revises the permissible use of the funds distributed to the
23 Centers for Independent Living.
