1 A bill to be entitled
2 An act relating to verification of identity;
3 prohibiting a state agency, political
4 subdivision, or officer or employee thereof
5 from recognizing documents other than the
6 documents specified in the act for purposes of
7 proving the identity of an applicant for a
8 public benefit, license, or permit or proving
9 the identity of a person registering to vote;
10 providing specified documents that are
11 acceptable to prove identification of the
12 person; providing an effective date.

14 Be It Enacted by the Legislature of the State of Florida:
15
16 Section 1. Verification of identity for public
17 benefits, licenses, permits, and voter registration.--
18 (1) A department, agency, commission, or other entity
19 of the state, a political subdivision, or an officer or
20 employee thereof may not recognize or rely upon, or authorize
21 the recognition of or reliance upon, any document that is not
22 described in subsection (3) when the document is offered to
23 prove the identity of a person applying for a public benefit,
24 license, or permit.
25 (2) Notwithstanding part II of chapter 97, Florida
26 Statutes, a department or other entity of the state, a
27 political subdivision, or any agency or employee thereof
28 authorized to register a person to vote in any federal, state,
29 or local election may not recognize or rely upon, or authorize
30 the recognition of or reliance upon, any document that is not
31 described in subsection (3) when the document is offered to

1 prove the identity of a person attempting to register to vote
2 in this state.
3 (3) Documents acceptable to prove the identity of a
4 person are limited to:
5 (a) A valid, unexpired passport issued by the United
6 States, an immigration document issued by the Federal
7 Government, and any document issued by an agency of the
8 Federal Government or the Armed Services of the United States
9 which bears a photograph of the person.
10 (b) A valid, unexpired passport issued by a foreign
11 government if the passport includes or is accompanied by a
12 document proving that the alien is lawfully in the United
13 States.
14 (c) A valid, unexpired identification document issued
15 by a state or political subdivision if the document bears a
16 recent photograph of the individual, the issuing state or
17 political subdivision prohibits the issuance of the
18 identification document to an alien who is unlawfully in the
19 United States, and the state or political subdivision requires
20 independent verification of the records offered by the person
21 to prove identity when applying for the identification
22 document.
23 Section 2. This act shall take effect July 1, 2006.

27 Prohibits a state agency or political subdivision from
recognizing documents offered to prove the identity of an
28 applicant for a public benefit, license, or permit, or to
allow the person to register to vote. Specifies documents
29 that are acceptable to prove the identity of the person.
