1 A bill to be entitled
2 An act relating to the Citrus/Hernando
3 Waterways Restoration Council; amending section
4 1 of ch. 2003-287, Laws of Florida; revising
5 the membership, powers, and duties of the
6 council; revising the membership of the
7 separate county task forces of the council;
8 providing an effective date.

10 Be It Enacted by the Legislature of the State of Florida:
11
12 Section 1. Subsections (2), (3), and (4) of section 1
13 of chapter 2003-287, Laws of Florida, are amended to read:
14 Section 1.
15 (2) Members of the council shall consist of 14 12
16 voting members with 7 6 appointed by the President of the
17 Senate and 7 6 appointed by the Speaker of the House of
18 Representatives. The council shall consist of representatives
19 as follows:
20 (a) Two A waterfront property owners owner from each
21 county, one of whom must be a property owner from the east
22 side of the county and one of whom must be a property owner
23 from the west side of the county.
24 (b) An attorney from each county.
25 (c) A member of the Board of Directors of the Chamber
26 of Commerce from each county.
27 (d) An environmental engineer from each county.
28 (e) An engineer from each county.
29 (f) A person from each county with training in biology
30 or another scientific discipline.

1 (3) The council members from each county are to form
2 two separate county task forces from the council to review and
3 make recommendations on specific waterways. The Hernando
4 County Task Force shall develop plans for the restoration of
5 the waterways in Hernando County Weeki Wachee River and
6 Springs. The Citrus County Task Force shall develop plans for
7 the restoration of the waterways in Citrus County Tsala-Apopka
8 Chain of Lakes.
9 (4) There shall be a technical advisory group to the
10 council and the two county task forces which shall consist of
11 one representative each from the Southwest Florida Water
12 Management District, the Department of Environmental
13 Protection, the Department of Transportation, the Fish and
14 Wildlife Conservation Commission, the Coastal Rivers Basin
15 Board, the Withlacoochee River Basin Board, the public works
16 department of each county, and the United States Army Corps of
17 Engineers, each of whom shall be appointed by his or her
18 respective agency and each of whom, with the exception of the
19 representatives from the Withlacoochee River Basin Board and
20 Coastal Rivers Basin Board, shall have had training in biology
21 or another scientific discipline.
22 Section 2. This act shall take effect upon becoming a
23 law.
