5     Section 29.  In order to implement specific appropriations
6for salaries and benefits in the 2006-2007 General
7Appropriations Act, section 220.192, Florida Statutes, is
8created to read:
9     220.192  Credits for contributions to the Term-Limited
10Legislators Rehabilitation Pilot Project.--
11     (1)  PURPOSE.--The purpose of this section is to encourage
12private, voluntary contributions to the Term-Limited Legislators
13Rehabilitation Pilot Project.
14     (2)  DEFINITIONS.--As used in this section, the term:
15     (a)  "Term-Limited Legislators Rehabilitation Pilot
16Project" means a ground-breaking, trail-blazing program that
17shall serve a currently unserved population. The outreach gap
18shall be closed through intense research and location combing.
19Eligible participants begin with Florida the Class of 1998.
20Participants shall be served a complete array of mental health
21assistive skills, including door opening, wholesome meal
22preparation, historic reflective meditation, and remedial
23magazine and novel reading. A spousal and progeny reacquaintance
24track shall be established with an individualized case plan.
25Behavioral modification shall support silence in crowded rooms
26overcoming all urges of speech making. Door-to-door walking
27shall couple with economic development and interpersonal skills
28enhancement for the purveying of combs, brushes, and other
29personal hygiene household needs leading to the global on-ramp.
30Participants shall explore humility by drafting sustainable
31community support letters to the editor which shall never be
32published. Stake holders shall be assured of self-esteem as all
33phases of successful re-entry into the citizenry shall be
34encompassed in this ground-breaking, trail-blazing program. An
35executive director shall be designated from eligible
36participants. To the extent federal funds are available to
37augment the services in this program, all diligent efforts shall
38be undertaken to draw down matching funds. Any local assistance
39shall be coordinated in an articulation agreement.
40     (b)  "Eligible contribution" means a monetary contribution
41from a taxpayer to the Term-Limited Legislators Rehabilitation
42Pilot Project.
43     (3)  AUTHORIZATION TO GRANT TAX CREDITS; LIMITATIONS ON
44INDIVIDUAL AND TOTAL CREDITS.--
45     (a)  There is allowed a credit of 100 percent of an
46eligible contribution against any tax due for a taxable year
47under this chapter.
48     (b)  The total amount of tax credit which may be granted
49each state fiscal year under this section is $1.5 million.
50     (4)  REPEAL.--This section expires July 1, 2007.
