4 | Remove everything after the enacting clause and insert: |
5 | Section 1. (1) Collective bargaining issues at impasse |
6 | between the State of Florida and the Florida State Fire Service |
7 | Association regarding Article 13 "Health and Welfare," Article |
8 | 20 "Training and Education," and Article 23 "Hours of Work and |
9 | Overtime" shall be resolved by maintaining the status quo under |
10 | the language of the current collective bargaining agreement. |
11 | (2) Collective bargaining issues at impasse between the |
12 | State of Florida and the State Employees Attorneys Guild shall |
13 | be resolved as follows: |
14 | (a) All collective bargaining issues at impasse regarding |
15 | Article 7 "Employee Standards of Conduct and Performance," |
16 | Article 11 "Classification Review and Professional Practice |
17 | Scope," and Article 22 "Prevailing Rights" shall be resolved |
18 | pursuant to the state's last offer. |
19 | (b) All collective bargaining issues at impasse regarding |
20 | Article 8 "Workforce Reduction" shall be resolved pursuant to |
21 | the state's last offer relating to "Section 1 ? Work Force |
22 | Reduction" only. |
23 | (c) All collective bargaining issues at impasse regarding |
24 | Article 10 "Classification and Pay Plan" shall be resolved |
25 | consistent with the consensus proposal on paragraphs A through E |
26 | and a modified paragraph "F" reading, "Any salary adjustment |
27 | shall be consistent with the Special Pay Increase criteria as |
28 | set forth in the personnel rules. The Union shall be notified, |
29 | in writing, of any salary increase." |
30 | (3) Collective bargaining issues at impasse between the |
31 | State of Florida and the Federation of Physicians and Dentists |
32 | for Selected Exempt Service Supervisory Non-Professional Unit |
33 | employees regarding Article 7 "Employee Standards of Conduct and |
34 | Performance," Article 9 "Reassignment, Transfer, Change in Duty |
35 | Station," and Article 14 "Review and Performance Evaluations" |
36 | shall be resolved pursuant to the state's last offer. |
37 | (4) Collective bargaining issues at impasse between the |
38 | State of Florida and the Federation of Physicians and Dentists |
39 | for Selected Exempt Service Physicians Unit employees shall be |
40 | resolved as follows: |
41 | (a) All collective bargaining issues at impasse regarding |
42 | Article 7 "Employee Standards of Conduct and Performance" shall |
43 | be resolved pursuant to the state's last offer. |
44 | (b) All collective bargaining issues at impasse regarding |
45 | Article 10 "Classification and Pay Plan" shall be resolved |
46 | pursuant to the union's proposal on February 14, 2006, regarding |
47 | notification of certain agency actions. |
48 | (5) Collective bargaining issues at impasse between the |
49 | State of Florida and the International Union of Police |
50 | Associations for Law Enforcement Bargaining Unit employees shall |
51 | be resolved by maintaining the status quo under the language of |
52 | the current collective bargaining agreement. |
53 | (6) Collective bargaining issues at impasse between the |
54 | State of Florida and the American Federation of State, County, |
55 | and Municipal Employees, Council 79, regarding Article 7 |
56 | "Discipline and Discharge" shall be resolved pursuant to the |
57 | state's last offer on Sections 1 and 2, and consistent with the |
58 | state's last offer on Section 3, modified to address the "level |
59 | of discipline". |
60 | (7) All other mandatory collective bargaining issues at |
61 | impasse for the 2006-2007 fiscal year which are not addressed by |
62 | this act or the General Appropriations Act for the 2006-2007 |
63 | fiscal year shall be resolved consistent with the personnel |
64 | rules in effect on May 1, 2006, and by otherwise maintaining the |
65 | status quo under the language of the current collective |
66 | bargaining agreements. |
67 | Section 2. This act shall take effect upon becoming a law. |
