1The Conference Committee on HB 5023 offered the following:

3     Conference Committee Amendment (with title amendment)
4     Remove everything after the enacting clause and insert:
5     Section 1.  (1)  Collective bargaining issues at impasse
6between the State of Florida and the Florida State Fire Service
7Association regarding Article 13 "Health and Welfare," Article
820 "Training and Education," and Article 23 "Hours of Work and
9Overtime" shall be resolved by maintaining the status quo under
10the language of the current collective bargaining agreement.
11     (2)  Collective bargaining issues at impasse between the
12State of Florida and the State Employees Attorneys Guild shall
13be resolved as follows:
14     (a)  All collective bargaining issues at impasse regarding
15Article 7 "Employee Standards of Conduct and Performance,"
16Article 11 "Classification Review and Professional Practice
17Scope," and Article 22 "Prevailing Rights" shall be resolved
18pursuant to the state's last offer.
19     (b)  All collective bargaining issues at impasse regarding
20Article 8 "Workforce Reduction" shall be resolved pursuant to
21the state's last offer relating to "Section 1 ? Work Force
22Reduction" only.
23     (c)  All collective bargaining issues at impasse regarding
24Article 10 "Classification and Pay Plan" shall be resolved
25consistent with the consensus proposal on paragraphs A through E
26and a modified paragraph "F" reading, "Any salary adjustment
27shall be consistent with the Special Pay Increase criteria as
28set forth in the personnel rules. The Union shall be notified,
29in writing, of any salary increase."
30     (3)  Collective bargaining issues at impasse between the
31State of Florida and the Federation of Physicians and Dentists
32for Selected Exempt Service Supervisory Non-Professional Unit
33employees regarding Article 7 "Employee Standards of Conduct and
34Performance," Article 9 "Reassignment, Transfer, Change in Duty
35Station," and Article 14 "Review and Performance Evaluations"
36shall be resolved pursuant to the state's last offer.
37     (4)  Collective bargaining issues at impasse between the
38State of Florida and the Federation of Physicians and Dentists
39for Selected Exempt Service Physicians Unit employees shall be
40resolved as follows:
41     (a)  All collective bargaining issues at impasse regarding
42Article 7 "Employee Standards of Conduct and Performance" shall
43be resolved pursuant to the state's last offer.
44     (b)  All collective bargaining issues at impasse regarding
45Article 10 "Classification and Pay Plan" shall be resolved
46pursuant to the union's proposal on February 14, 2006, regarding
47notification of certain agency actions.
48     (5)  Collective bargaining issues at impasse between the
49State of Florida and the International Union of Police
50Associations for Law Enforcement Bargaining Unit employees shall
51be resolved by maintaining the status quo under the language of
52the current collective bargaining agreement.
53     (6)  Collective bargaining issues at impasse between the
54State of Florida and the American Federation of State, County,
55and Municipal Employees, Council 79, regarding Article 7
56"Discipline and Discharge" shall be resolved pursuant to the
57state's last offer on Sections 1 and 2, and consistent with the
58state's last offer on Section 3, modified to address the "level
59of discipline".
60     (7)  All other mandatory collective bargaining issues at
61impasse for the 2006-2007 fiscal year which are not addressed by
62this act or the General Appropriations Act for the 2006-2007
63fiscal year shall be resolved consistent with the personnel
64rules in effect on May 1, 2006, and by otherwise maintaining the
65status quo under the language of the current collective
66bargaining agreements.
67     Section 2.  This act shall take effect upon becoming a law.
