| 5 | Section 10. The Cybercrime Unit of the Office of the |
| 6 | Attorney General, internally or by creating a volunteer task |
| 7 | force with representatives from local law enforcement agencies, |
| 8 | rape crisis centers, and other local victims advocacy |
| 9 | organizations, shall investigate the manner and methods by which |
| 10 | the Internet may be used by felons or sexual predators to meet |
| 11 | or otherwise establish contact with potential victims and shall |
| 12 | evaluate the adequacy of existing laws enacted to authorize |
| 13 | probation officers and law enforcement agencies to monitor |
| 14 | Internet usage by felons and sexual predators or sexual |
| 15 | offenders and how Internet chat rooms, blogs, and online dating |
| 16 | services are identifying felons and sexual predators or sexual |
| 17 | offenders and notifying persons accessing such websites. The |
| 18 | Attorney General may adopt rules that address the findings of |
| 19 | the Cybercrime Unit's study under this section to provide |
| 20 | improved protection of the public, especially minors and victims |
| 21 | of sexual abuse or financial fraud. Not later than October 1, |
| 22 | 2006, the Attorney General shall report the results and the |
| 23 | adopted rules to the Governor, the President of the Senate, and |
| 24 | the Speaker of the House of Representatives and shall include |
| 25 | recommendations for better ensuring the safety of residents of |
| 26 | this state from sexual predators and felons who use the Internet |
| 27 | to facilitate the commission of a criminal offense. |
