  1                      A bill to be entitled

  2         An act relating to foreign language instruction

  3         in elementary schools; requiring the

  4         implementation of districtwide programs of

  5         Spanish instruction for grades K through 2;

  6         providing requirements for the programs;

  7         allowing the use of certain funding sources;

  8         providing an effective date.

10  Be It Enacted by the Legislature of the State of Florida:

11  

12         Section 1.  Districtwide Spanish instruction in K

13  through 2; requirements; funding.--By the 2007-2008 school

14  year, each school district shall implement a districtwide

15  foreign language program to provide students in kindergarten

16  through grade 2 with instruction in the Spanish language which

17  is designed to result in the student's communicating

18  competently in Spanish at his or her grade level. Each student

19  in the program must be provided with a minimum of 20 to 45

20  minutes of instruction, 5 days a week, from a certified

21  Spanish-language specialist. The Spanish instructor and the

22  classroom teacher must collaborate during the periods of

23  instruction. The school district may use grant funds or

24  private funds, as well as state funding, to support the

25  program.

26         Section 2.  This act shall take effect July 1, 2006.
