6An act relating to the Florida Center for Nursing;
7amending s. 464.0195, F.S.; requiring the Board of Nursing
8to incorporate specified data as a part of certain
9licensure and licensure renewal; amending s. 464.0196,
10F.S.; revising membership and term-limit criteria for the
11center's board of directors; providing an effective date.

13Be It Enacted by the Legislature of the State of Florida:
14
15     Section 1.  Paragraph (a) of subsection (2) of section
16464.0195, Florida Statutes, is amended to read:
17     464.0195  Florida Center for Nursing; goals.--
18     (2)  The primary goals for the center shall be to:
19     (a)  Develop a strategic statewide plan for nursing
20manpower in this state by:
21     1.  Establishing and maintaining a database on nursing
22supply and demand in the state, to include current supply and
23demand, and future projections. The Board of Nursing shall
24incorporate the collection of workforce planning data as part of
25each advanced registered nurse practitioner, registered nurse,
26and licensed practical nurse application for licensure and
27biennial licensure renewal. Data shall be submitted to the
28center for analysis and workforce planning; and
29     2.  Selecting from the plan priorities to be addressed.
30     Section 2.  Subsections (1) and (2) of section 464.0196,
31Florida Statutes, are amended to read:
32     464.0196  Florida Center for Nursing; board of directors.--
33     (1)  The Florida Center for Nursing shall be governed by a
34policy-setting board of directors. The board shall consist of 16
35members, with a simple majority of the board being nurses
36representative of various practice areas. Other members shall
37include representatives of other health care professions,
38business and industry, health care providers, and consumers. The
39members of the board shall be appointed by the Governor as
40follows:
41     (a)  One member recommended by the Florida Organization of
42Nurse Executives shall be a registered nurse. Four members
43recommended by the President of the Senate, at least one of whom
44shall be a registered nurse recommended by the Florida
45Organization of Nurse Executives and at least one other
46representative of the hospital industry recommended by the
47Florida Hospital Association;
48     (b)  One member recommended by the Florida Hospital
49Association shall be a representative of the hospital industry.
50Four members recommended by the Speaker of the House of
51Representatives, at least one of whom shall be a registered
52nurse recommended by the Florida Nurses Association and at least
53one other representative of the long-term care industry;
54     (c)  One member recommended by the Florida Nurses
55Association shall be a registered nurse. Four members
56recommended by the Governor, two of whom shall be registered
57nurses; and
58     (d)  One member jointly recommended by the Florida Health
59Care Association and the Florida Association of Homes for the
60Aging shall be a representative of the long-term care industry
61Four nurse educators recommended by the State Board of
62Education, one of whom shall be a dean of a College of Nursing
63at a state university, one other shall be a director of a
64nursing program in a state community college.
65     (e)  One member recommended by the Florida Association of
66Colleges of Nursing shall be a dean of a college of nursing.
67     (f)  One member recommended by the Florida Council of
68Nursing Education Administrators shall be a director of a
69nursing program in a community college.
70     (g)  Two members recommended by the Speaker of the House of
71Representatives.
72     (h)  Two members recommended by the President of the
73Senate.
74     (i)  Two members recommended by the Commissioner of
75Education shall be nurse educators.
76     (j)  Four members recommended by the Governor, two of whom
77shall be registered nurses and one of whom shall be a certified
78registered nurse anesthetist.
79     (2)  Beginning July 1, 2006, each current member of the
80board shall be replaced with a new member upon the expiration of
81his or her term. The terms of all members appointed on or after
82July 1, 2006, shall be for 3 years, and no such member may serve
83more than two consecutive terms. Current members who have served
84only one term may be appointed for a final 3-year term. The
85initial terms of the members shall be as follows:
86     (a)  Of the members appointed pursuant to paragraph (1)(a),
87two shall be appointed for terms expiring June 30, 2005, one for
88a term expiring June 30, 2004, and one for a term expiring June
8930, 2003.
90     (b)  Of the members appointed pursuant to paragraph (1)(b),
91one shall be appointed for a term expiring June 30, 2005, two
92for terms expiring June 30, 2004, and one for a term expiring
93June 20, 2003.
94     (c)  Of the members appointed pursuant to paragraph (1)(c),
95one shall be appointed for a term expiring June 30, 2005, one
96for a term expiring June 30, 2004, and two for terms expiring
97June 30, 2003.
98     (d)  Of the members appointed pursuant to paragraph (1)(d),
99the terms of two members recommended by the State Board of
100Education shall expire June 30, 2005; the term of the member who
101is a dean of a College of Nursing at a state university shall
102expire June 30, 2004; and the term of the member who is a
103director of a state community college nursing program shall
104expire June 30, 2003.

106After the initial appointments expire, the terms of all the
107members shall be for 3 years, with no member serving more than
108two consecutive terms.
109     Section 3.  This act shall take effect July 1, 2006.
