15 On page 4, lines 27-29, delete those lines

17 and insert:

19 The purpose of this subsection is to provide state agencies
20 and local governments access to agreements negotiated with the
21 division in times of emergency. This subsection does not
22 affect the authority of a local government to contract
23 separately with a vendor for debris removal, must not be
24 construed to govern the terms of such contracts, and does not
25 limit the authority of a local government to establish sites
26 for temporary storage of emergency debris during times of
27 emergency.
