2An act relating to Prosperity Campaigns; creating s.
3445.057, F.S.; establishing the Florida Prosperity
4Campaign Council within Workforce Florida, Inc.; providing
5membership; providing for meetings and reimbursement for
6per diem and travel expenses; providing duties of the
7council; providing reporting requirements; providing for
8repeal; providing an appropriation; providing an effective
9date.

11Be It Enacted by the Legislature of the State of Florida:
12
13     Section 1.  Section 445.057, Florida Statutes, is created
14to read:
15     445.057  Florida Prosperity Campaign Council.--
16     (1)  There is established the Florida Prosperity Campaign
17Council to be administratively housed in Workforce Florida, Inc.
18The council shall develop, enhance, and assist in the
19coordination of Prosperity Campaigns throughout the state with
20the goal of providing economic benefits services and related
21information to Florida citizens.
22     (2)  The council shall consist of the following members,
23each appointed by the Governor except as otherwise provided:
24     (a)  One member of the Senate appointed by the President of
25the Senate, who shall serve as an ex officio, nonvoting member.
26     (b)  One member of the House of Representatives appointed
27by the Speaker of the House of Representatives, who shall serve
28as an ex officio, nonvoting member.
29     (c)  The Chief Financial Officer or his or her designee,
30who shall serve as an ex officio, nonvoting member.
31     (d)  The Commissioner of Education or his or her designee,
32who shall serve as an ex officio, nonvoting member.
33     (e)  Three persons representing different Prosperity
34Campaigns in the state.
35     (f)  One member of the Greater Miami Prosperity Campaign.
36     (g)  One representative from the Florida Bankers
37Association.
38     (h)  One representative from the Florida Institute of CPAs.
39     (i)  One representative from the Florida Credit Union
40League.
41     (j)  One representative from the Florida League of Cities.
42     (k)  One representative from the Florida Association of
43Counties.
44     (l)  One representative from the Florida Association of
45Realtors.
46     (m)  One representative from United Way of Florida.
47     (n)  One representative from Leadership Florida.
48     (o)  One representative from the Florida Chamber of
49Commerce.
50     (p)  One representative from a nonprofit or community-based
51low-wage worker organization.
52     (q)  One representative from the Florida Jump$tart
53Coalition for Personal Financial Literacy.
54     (r)  One representative of individuals with disabilities
55from the Disability Navigator Program within the Agency for
56Workforce Innovation.
57     (3)  Council members shall be appointed to serve 2-year
58terms beginning July 1, 2006. A vacancy on the council shall be
59filled for the balance of the unexpired term in the same manner
60as the original appointment.
61     (4)  The council shall meet quarterly or upon the call of
62the chair. Annually, at the meeting in the first quarter,
63officers consisting of a chair, vice chair, and secretary shall
64be elected to serve until a successor is elected. No officer
65shall serve more than 2 consecutive years in the same office.
66     (5)  Members of the council shall serve without
67compensation, but shall be reimbursed for per diem and travel
68expenses in accordance with s. 112.061.
69     (6)  The council shall have the following responsibilities:
70     (a)  Assist in the development and enhancement of
71Prosperity Campaigns and related programs throughout the state,
72using best practices developed by Prosperity Campaigns in
73Florida and nationally.
74     (b)  Work with federal, state, and local governments,
75nonprofit entities, and the private sector to provide
76information to Florida citizens about economic benefits programs
77and financial literacy.
78     (c)  Take other action as necessary to meet its statutory
79mission as described in subsection (1).
80     (7)  By June 30, 2007, and annually thereafter, the council
81shall provide a detailed report to the Governor, the President
82of the Senate, and the Speaker of the House of Representatives
83on the council's performance of the responsibilities required by
84subsection (6). The report shall include an assessment of the
85effectiveness of Prosperity Campaigns and an evaluation of
86obstacles to that effectiveness and shall make recommendations
87for legislative action.
88     (8)  The provisions of this section shall stand repealed on
89July 1, 2010, unless saved from repeal through reenactment by
90the Legislature.
91     Section 2.  The sum of $162,000 and 1.5 FTE, including
92salary and rate, are appropriated from the General Revenue Fund
93in fiscal year 2006-2007 to Workforce Florida, Inc., to fund the
94Florida Prosperity Campaign Council as created by this act.
95     Section 3.  This act shall take effect July 1, 2006.
