11 | Be It Enacted by the Legislature of the State of Florida: |
12 |
|
13 | Section 1. Section 445.057, Florida Statutes, is created |
14 | to read: |
15 | 445.057 Florida Prosperity Campaign Council.-- |
16 | (1) There is established the Florida Prosperity Campaign |
17 | Council to be administratively housed in Workforce Florida, Inc. |
18 | The council shall develop, enhance, and assist in the |
19 | coordination of Prosperity Campaigns throughout the state with |
20 | the goal of providing economic benefits services and related |
21 | information to Florida citizens. |
22 | (2) The council shall consist of the following members, |
23 | each appointed by the Governor except as otherwise provided: |
24 | (a) One member of the Senate appointed by the President of |
25 | the Senate, who shall serve as an ex officio, nonvoting member. |
26 | (b) One member of the House of Representatives appointed |
27 | by the Speaker of the House of Representatives, who shall serve |
28 | as an ex officio, nonvoting member. |
29 | (c) The Chief Financial Officer or his or her designee, |
30 | who shall serve as an ex officio, nonvoting member. |
31 | (d) The Commissioner of Education or his or her designee, |
32 | who shall serve as an ex officio, nonvoting member. |
33 | (e) Three persons representing different Prosperity |
34 | Campaigns in the state. |
35 | (f) One member of the Greater Miami Prosperity Campaign. |
36 | (g) One representative from the Florida Bankers |
37 | Association. |
38 | (h) One representative from the Florida Institute of CPAs. |
39 | (i) One representative from the Florida Credit Union |
40 | League. |
41 | (j) One representative from the Florida League of Cities. |
42 | (k) One representative from the Florida Association of |
43 | Counties. |
44 | (l) One representative from the Florida Association of |
45 | Realtors. |
46 | (m) One representative from United Way of Florida. |
47 | (n) One representative from Leadership Florida. |
48 | (o) One representative from the Florida Chamber of |
49 | Commerce. |
50 | (p) One representative from a nonprofit or community-based |
51 | low-wage worker organization. |
52 | (q) One representative from the Florida Jump$tart |
53 | Coalition for Personal Financial Literacy. |
54 | (r) One representative of individuals with disabilities |
55 | from the Disability Navigator Program within the Agency for |
56 | Workforce Innovation. |
57 | (3) Council members shall be appointed to serve 2-year |
58 | terms beginning July 1, 2006. A vacancy on the council shall be |
59 | filled for the balance of the unexpired term in the same manner |
60 | as the original appointment. |
61 | (4) The council shall meet quarterly or upon the call of |
62 | the chair. Annually, at the meeting in the first quarter, |
63 | officers consisting of a chair, vice chair, and secretary shall |
64 | be elected to serve until a successor is elected. No officer |
65 | shall serve more than 2 consecutive years in the same office. |
66 | (5) Members of the council shall serve without |
67 | compensation, but shall be reimbursed for per diem and travel |
68 | expenses in accordance with s. 112.061. |
69 | (6) The council shall have the following responsibilities: |
70 | (a) Assist in the development and enhancement of |
71 | Prosperity Campaigns and related programs throughout the state, |
72 | using best practices developed by Prosperity Campaigns in |
73 | Florida and nationally. |
74 | (b) Work with federal, state, and local governments, |
75 | nonprofit entities, and the private sector to provide |
76 | information to Florida citizens about economic benefits programs |
77 | and financial literacy. |
78 | (c) Take other action as necessary to meet its statutory |
79 | mission as described in subsection (1). |
80 | (7) By June 30, 2007, and annually thereafter, the council |
81 | shall provide a detailed report to the Governor, the President |
82 | of the Senate, and the Speaker of the House of Representatives |
83 | on the council's performance of the responsibilities required by |
84 | subsection (6). The report shall include an assessment of the |
85 | effectiveness of Prosperity Campaigns and an evaluation of |
86 | obstacles to that effectiveness and shall make recommendations |
87 | for legislative action. |
88 | (8) The provisions of this section shall stand repealed on |
89 | July 1, 2010, unless saved from repeal through reenactment by |
90 | the Legislature. |
91 | Section 2. The sum of $162,000 and 1.5 FTE, including |
92 | salary and rate, are appropriated from the General Revenue Fund |
93 | in fiscal year 2006-2007 to Workforce Florida, Inc., to fund the |
94 | Florida Prosperity Campaign Council as created by this act. |
95 | Section 3. This act shall take effect July 1, 2006. |
