15 On page 10, between lines 13 and 14,

17 insert:
18 Section 3. Subsection (9) of section 932.7055, Florida
19 Statutes, is amended to read:
20 932.7055 Disposition of liens and forfeited
21 property.--
22 (9)(a) Every law enforcement agency shall submit
23 semiannual reports to the Department of Law Enforcement
24 indicating whether the agency has seized or forfeited property
25 under the Florida Contraband Forfeiture Act. Any law
26 enforcement agency receiving or expending forfeited property
27 or proceeds from the sale of forfeited property in accordance
28 with the Florida Contraband Forfeiture Act shall submit
29 completed semiannual reports, by April 10, and October 10,
30 documenting the receipts and expenditures, on forms
31 promulgated by the Department of Law Enforcement, to the

1 entity which has budgetary authority over such agency and to
2 the Department of Law Enforcement. The semiannual report
3 shall specify the type, approximate value, any court case
4 number, type of offense, disposition of the property received,
5 and the amount of any proceeds received or expended.
6 (b) The Department of Law Enforcement shall submit an
7 annual report to the criminal justice committees of the House
8 of Representatives and of the Senate compiling the information
9 and data related in the semiannual reports submitted by the
10 law enforcement agencies. The annual report shall also
11 contain a list of law enforcement agencies which have failed
12 to meet the reporting requirements and a summary of any action
13 which has been taken against the noncomplying agency by the
14 Office of the Chief Financial Officer.
15 (c) Neither the law enforcement agency nor the entity
16 having budgetary control over the law enforcement agency shall
17 anticipate future forfeitures or proceeds therefrom in the
18 adoption and approval of the budget for the law enforcement
19 agency.
