1 A bill to be entitled
2 An act relating to specialty license plates;
3 amending ss. 320.08056 and 320.08058, F.S.;
4 creating the A State of Vision license plate
5 and establishing its annual use fee; providing
6 for the distribution of annual use fees
7 received from the sale of such plates;
8 providing an effective date.

10 Be It Enacted by the Legislature of the State of Florida:
11
12 Section 1. Paragraph (eee) is added to subsection (4)
13 of section 320.08056, Florida Statutes, to read:
14 320.08056 Specialty license plates.--
15 (4) The following license plate annual use fees shall
16 be collected for the appropriate specialty license plates:
17 (eee) A State of Vision license plate, $25.
18 Section 2. Subsection (57) is added to section
19 320.08058, Florida Statutes, to read:
20 320.08058 Specialty license plates.--
21 (57) A STATE OF VISION LICENSE PLATES.--
22 (a) Notwithstanding the provisions of s. 320.08053,
23 the department shall develop an A State of Vision license
24 plate as provided in this section. A State of Vision license
25 plates must bear the colors and design approved by the
26 department. The word "Florida" must appear at the top of the
27 plate, and the words "A State of Vision" must appear at the
28 bottom of the plate.
29 (b) The license plate annual use fees shall be
30 distributed quarterly to the Florida Association of Agencies

1 Serving the Blind, Inc., to fund direct-support services to
2 blind and visually impaired people.
3 (c) The Florida Association of Agencies Serving the
4 Blind, Inc., shall retain all revenue from the annual use fees
5 until all startup costs for developing and establishing the
6 plates have been recovered. Thereafter, up to 5 percent of the
7 annual use fee revenue shall be used for administrative costs
8 and up to 20 percent shall be used for promotion and marketing
9 of the specialty license plate. All remaining annual use fee
10 revenue shall be used by the Florida Association of Agencies
11 Serving the Blind, Inc., to fund its activities, programs, and
12 projects within the state through its local nonprofit
13 organizations' direct-support services to blind and visually
14 impaired people.
15 Section 3. This act shall take effect July 1, 2006.
