A bill to be entitled
2An act relating to the restoration of civil rights;
3requiring that the administrator of a county detention
4facility provide an application form for the restoration
5of civil rights to a prisoner who has been convicted of a
6felony and is serving a sentence in that facility;
7authorizing the use of volunteers to assist the prisoner
8in completing the application; providing that this act
9shall not apply to prisoners who are transferred to the
10Department of Corrections; providing an effective date.

12Be It Enacted by the Legislature of the State of Florida:

14     Section 1.  Procedure for requesting restoration of civil
15rights of county prisoners convicted of felonies.--
16     (1)  With respect to a person who has been convicted of a
17felony and is serving a sentence in a county detention facility,
18the administrator of the county detention facility:
19     (a)  Shall provide to the prisoner, at least 2 weeks before
20discharge, if possible, an application form obtained from the
21Parole Commission which the prisoner must complete in order to
22begin the process of having his or her civil rights restored.
23     (b)  May allow volunteers to be used to assist the prisoner
24in completing the application.
25     (2)  This section shall not apply to prisoners who are
26discharged from a county detention facility to the custody or
27control of the Department of Corrections.
28     Section 2.  This act shall take effect July 1, 2006.
