2 | An act relating to the restoration of civil rights; |
3 | requiring that the administrator of a county detention |
4 | facility provide an application form for the restoration |
5 | of civil rights to a prisoner who has been convicted of a |
6 | felony and is serving a sentence in that facility; |
7 | authorizing the use of volunteers to assist the prisoner |
8 | in completing the application; providing that this act |
9 | shall not apply to prisoners who are transferred to the |
10 | Department of Corrections; providing an effective date. |

12 | Be It Enacted by the Legislature of the State of Florida: |

14 | Section 1. Procedure for requesting restoration of civil |
15 | rights of county prisoners convicted of felonies.-- |
16 | (1) With respect to a person who has been convicted of a |
17 | felony and is serving a sentence in a county detention facility, |
18 | the administrator of the county detention facility: |
19 | (a) Shall provide to the prisoner, at least 2 weeks before |
20 | discharge, if possible, an application form obtained from the |
21 | Parole Commission which the prisoner must complete in order to |
22 | begin the process of having his or her civil rights restored. |
23 | (b) May allow volunteers to be used to assist the prisoner |
24 | in completing the application. |
25 | (2) This section shall not apply to prisoners who are |
26 | discharged from a county detention facility to the custody or |
27 | control of the Department of Corrections. |
28 | Section 2. This act shall take effect July 1, 2006. |
