A bill to be entitled
2An act relating to the restoration of civil rights;
3requiring that the administrator of a county detention
4facility provide an application form for the restoration
5of civil rights to a prisoner who has been convicted of a
6felony and is serving a sentence in that facility;
7providing that this act shall not apply to prisoners who
8are transferred to the Department of Corrections;
9providing an effective date.

11Be It Enacted by the Legislature of the State of Florida:

13     Section 1.  Procedure for requesting restoration of civil
14rights of county prisoners convicted of felonies.--
15     (1)  With respect to a person who has been convicted of a
16felony and is serving a sentence in a county detention facility,
17the administrator of the county detention facility shall provide
18to the prisoner, at least 2 weeks before discharge, if possible,
19an application form obtained from the Parole Commission which
20the prisoner must complete in order to begin the process of
21having his or her civil rights restored.
22     (2)  This section shall not apply to prisoners who are
23discharged from a county detention facility to the custody or
24control of the Department of Corrections.
25     Section 2.  This act shall take effect July 1, 2006.
