| 1 | A bill to be entitled |
| 2 | An act relating to the restoration of civil rights; |
| 3 | requiring that the administrator of a county detention |
| 4 | facility provide an application form for the restoration |
| 5 | of civil rights to a prisoner who has been convicted of a |
| 6 | felony and is serving a sentence in that facility; |
| 7 | providing that this act shall not apply to prisoners who |
| 8 | are transferred to the Department of Corrections; |
| 9 | providing an effective date. |

| 11 | Be It Enacted by the Legislature of the State of Florida: |
| 12 |
|
| 13 | Section 1. Procedure for requesting restoration of civil |
| 14 | rights of county prisoners convicted of felonies.-- |
| 15 | (1) With respect to a person who has been convicted of a |
| 16 | felony and is serving a sentence in a county detention facility, |
| 17 | the administrator of the county detention facility shall provide |
| 18 | to the prisoner, at least 2 weeks before discharge, if possible, |
| 19 | an application form obtained from the Parole Commission which |
| 20 | the prisoner must complete in order to begin the process of |
| 21 | having his or her civil rights restored. |
| 22 | (2) This section shall not apply to prisoners who are |
| 23 | discharged from a county detention facility to the custody or |
| 24 | control of the Department of Corrections. |
| 25 | Section 2. This act shall take effect July 1, 2006. |
