  1                      A bill to be entitled

  2         An act relating to the governing board of the

  3         Central Florida Regional Transportation

  4         Authority; amending s. 343.63, F.S.; increasing

  5         the membership of the board; revising the

  6         method of appointing members to the board;

  7         authorizing appointments by the Governor and

  8         specified county commissions; providing for

  9         specified mayors or designated council or

10         commission members to serve on the board;

11         providing for the member appointed by the

12         Secretary of Transportation to be a nonvoting

13         member; specifying certain qualifications for

14         board members and terms of service; providing

15         for an appointment in the case of a vacancy;

16         providing an effective date.

18  Be It Enacted by the Legislature of the State of Florida:

19  

20         Section 1.  Subsections (2) and (3) of section 343.63,

21  Florida Statutes, are amended to read:

22         343.63  Central Florida Regional Transportation

23  Authority.--

24         (2)  The governing board of the authority shall consist

25  of 11 five voting members and one nonvoting member as follows:

26         (a)  The chairs of the county commissions of Seminole,

27  Orange, and Osceola Counties, or another member of the

28  commission designated by the county chair, shall each appoint

29  a commissioner to serve as a representative on the board.  The

30  commissioner must be a member of the county commission when

 1  appointed and during for the full extent of his or her board

 2  term.

 3         (b)  The mayors mayor of Altamonte Springs, the City of

 4  Orlando, and Kissimmee, respectively, or a member of the

 5  Orlando City Council designated by the mayor, shall each serve

 6  as a representative on the board for the full extent of his or

 7  her term or shall designate a member of his or her municipal

 8  council or commission to serve as a representative on the

 9  board for the full extent of the mayor's term.

10         (c)  The Governor shall appoint five board members to

11  4-year terms, two of whom must be residents of Orange County,

12  one of whom must be a resident of Seminole County, one of whom

13  must be a resident of Osceola County, and one of whom must be

14  a resident of Orlando.  One of the Governor's appointees must

15  be older than 60 years of age and a member of a statewide

16  organization representing elderly residents, one must be

17  disabled and a member of a statewide organization representing

18  disabled residents, and three must be minorities or members of

19  a group representing minorities.

20         (d)(c)  The Secretary of Transportation shall appoint

21  the district secretary, or his or her designee, for the

22  district within which the area served by the authority is

23  located and this member shall be a nonvoting voting member.

24         (3)  A vacancy during a term shall be filled by the

25  respective appointing authority in the same manner as the

26  original appointment and only for the balance of the unexpired

27  term.

28         Section 2.  This act shall take effect July 1, 2006.
