14 Between lines 134 and 135,

16 insert:
17 Section 3. The Wireless 911 Board created by s.
18 365.172(5), Florida Statutes, shall report on or before
19 September 30, 2006, to the Governor, the President of the
20 Senate, and the Speaker of the House of Representatives:
21 (1) The date that the wireless E911 fee can be reduced
22 to a level that funds:
23 (a) All counties' costs, including rural counties'
24 costs, associated with operating and maintaining an E911
25 system that is technologically and competitively neutral.
26 (b) The provider's costs required to meet the
27 recurring costs of providing E911 service.
28 (c) The costs for the board to manage, administer, and
29 oversee the receipts and disbursements of the fund defined in
30 s. 365.172(3), Florida Statutes.
31 (2) With respect to customers of prepaid wireless
