A bill to be entitled
2An act relating to the Criminal Justice Standards and
3Training Commission; creating s. 943.132, F.S.; requiring
4the Criminal Justice Standards and Training Commission to
5adopt rules for the implementation of the federal Law
6Enforcement Officers Safety Act of 2004; requiring the
7commission to develop and authorize a uniform firearms
8proficiency verification card to be issued to certain
9qualified law enforcement officers and qualified retired
10law enforcement officers; authorizing the use of specified
11facilities operating firing ranges for testing of persons
12other than law enforcement officers; providing an
13effective date.

15Be It Enacted by the Legislature of the State of Florida:
16
17     Section 1.  Section 943.132, Florida Statutes, is created
18to read:
19     943.132  Implementation of federal Law Enforcement Officers
20Safety Act of 2004.--
21     (1)  The commission shall by rule establish the manner in
22which Title 18, 44 U.S.C. ss. 926B and 926C, the federal Law
23Enforcement Officers Safety Act of 2004, relating to the
24carrying of concealed firearms by qualified law enforcement
25officers and qualified retired law enforcement officers, as
26defined in the act, shall be implemented in the state. In order
27to facilitate the implementation within the state of Title 18,
2844 U.S.C. ss. 926B and 926C, the commission shall develop and
29authorize a uniform firearms proficiency verification card to be
30issued to qualified law enforcement officers and qualified
31retired law enforcement officers who achieve a passing score on
32the firing range testing component of the minimum firearms
33proficiency course for active law enforcement officers,
34indicating the person's name and the date upon which he or she
35achieved the passing score. Each such card shall be issued only
36by range instructors certified by the commission.
37     (2)  Facilities operating firing ranges on which range
38instructors certified by the commission administer the firing
39range testing component of the minimum firearms proficiency
40course for active law enforcement officers may open the firing
41range under terms and conditions established by the operating
42entity to other persons for purposes of allowing such persons to
43demonstrate their ability to achieve a passing score on the
44firing range testing component of the minimum firearms
45proficiency course. All costs associated with the demonstration
46by any such person that he or she meets the requirements of the
47firing range testing component of the minimum firearms
48proficiency course shall be at the expense of the person being
49tested.
50     Section 2.  This act shall take effect July 1, 2006.
