7An act relating to the Criminal Justice Standards and
8Training Commission; creating s. 943.132, F.S.; requiring
9the Criminal Justice Standards and Training Commission to
10adopt rules for the implementation of the federal Law
11Enforcement Officers Safety Act of 2004; requiring the
12commission to develop and authorize the issuance of a
13uniform firearms proficiency verification card;
14authorizing the use of specified facilities operating
15firing ranges for testing of persons other than law
16enforcement officers; providing an effective date.

18Be It Enacted by the Legislature of the State of Florida:
19
20     Section 1.  Section 943.132, Florida Statutes, is created
21to read:
22     943.132  Implementation of federal Law Enforcement Officers
23Safety Act of 2004.--
24     (1)  The commission shall by rule establish the manner in
25which Title 18, 44 U.S.C. ss. 926B and 926C, the federal Law
26Enforcement Officers Safety Act of 2004, relating to the
27carrying of concealed firearms by qualified law enforcement
28officers and qualified retired law enforcement officers, as
29defined in the act, shall be implemented in the state. In order
30to facilitate the implementation within the state of Title 18,
3144 U.S.C. ss. 926B and 926C, the commission shall develop and
32authorize a uniform firearms proficiency verification card to be
33issued to persons who achieve a passing score on the firing
34range testing component of the minimum firearms proficiency
35course for active law enforcement officers, indicating the
36person's name and the date upon which he or she achieved the
37passing score. Each such card shall be issued only by firearms
38instructors certified by the commission.
39     (2)  Facilities operating firing ranges on which firearms
40instructors certified by the commission administer the firing
41range testing component of the minimum firearms proficiency
42course for active law enforcement officers may open the firing
43range under terms and conditions established by the operating
44entity to other persons for purposes of allowing such persons to
45demonstrate their ability to achieve a passing score on the
46firing range testing component of the minimum firearms
47proficiency course. All costs associated with the demonstration
48by any such person that he or she meets the requirements of the
49firing range testing component of the minimum firearms
50proficiency course shall be at the expense of the person being
51tested.
52     Section 2.  This act shall take effect July 1, 2006.
