11 | enforcement officers; providing an effective date. |

13 | Be It Enacted by the Legislature of the State of Florida: |
14 |

15 | Section 1. Section 943.132, Florida Statutes, is created |
16 | to read: |
17 | 943.132 Implementation of federal Law Enforcement Officers |
18 | Safety Act of 2004.-- |
19 | (1) The commission shall by rule establish the manner in |
20 | which Title 18, 44 U.S.C. ss. 926B and 926C, the federal Law |
21 | Enforcement Officers Safety Act of 2004, relating to the |
22 | carrying of concealed firearms by qualified law enforcement |
23 | officers and qualified retired law enforcement officers, as |
24 | defined in the act, shall be implemented in the state. In order |
25 | to facilitate the implementation within the state of Title 18, |
26 | 44 U.S.C. ss. 926B and 926C, the commission shall develop and |
27 | authorize a uniform firearms proficiency verification card to be |
28 | issued to persons who achieve a passing score on the firing |
29 | range testing component of the minimum firearms proficiency |
30 | course for active law enforcement officers, indicating the |
31 | person's name and the date upon which he or she achieved the |
32 | passing score. Each such card shall be issued only by firearms |
33 | instructors certified by the commission. |
34 | (2) Facilities operating firing ranges on which firearms |
35 | instructors certified by the commission administer the firing |
36 | range testing component of the minimum firearms proficiency |
37 | course for active law enforcement officers may open the firing |
38 | range under terms and conditions established by the operating |
39 | entity to other persons for purposes of allowing such persons to |
40 | demonstrate their ability to achieve a passing score on the |
41 | firing range testing component of the minimum firearms |
42 | proficiency course. All costs associated with the demonstration |
43 | by any such person that he or she meets the requirements of the |
44 | firing range testing component of the minimum firearms |
45 | proficiency course shall be at the expense of the person being |
46 | tested. |
47 | Section 2. This act shall take effect July 1, 2006. |
