A bill to be entitled
2An act relating to the Criminal Justice Standards and
3Training Commission; creating s. 943.132, F.S.; requiring
4the Criminal Justice Standards and Training Commission to
5adopt rules for the implementation of the federal Law
6Enforcement Officers Safety Act of 2004; requiring the
7commission to develop and authorize the issuance of a
8uniform firearms proficiency verification card;
9authorizing the use of specified facilities operating
10firing ranges for testing of persons other than law
11enforcement officers; providing an effective date.

13Be It Enacted by the Legislature of the State of Florida:
14
15     Section 1.  Section 943.132, Florida Statutes, is created
16to read:
17     943.132  Implementation of federal Law Enforcement Officers
18Safety Act of 2004.--
19     (1)  The commission shall by rule establish the manner in
20which Title 18, 44 U.S.C. ss. 926B and 926C, the federal Law
21Enforcement Officers Safety Act of 2004, relating to the
22carrying of concealed firearms by qualified law enforcement
23officers and qualified retired law enforcement officers, as
24defined in the act, shall be implemented in the state. In order
25to facilitate the implementation within the state of Title 18,
2644 U.S.C. ss. 926B and 926C, the commission shall develop and
27authorize a uniform firearms proficiency verification card to be
28issued to persons who achieve a passing score on the firing
29range testing component of the minimum firearms proficiency
30course for active law enforcement officers, indicating the
31person's name and the date upon which he or she achieved the
32passing score. Each such card shall be issued only by firearms
33instructors certified by the commission.
34     (2)  Facilities operating firing ranges on which firearms
35instructors certified by the commission administer the firing
36range testing component of the minimum firearms proficiency
37course for active law enforcement officers may open the firing
38range under terms and conditions established by the operating
39entity to other persons for purposes of allowing such persons to
40demonstrate their ability to achieve a passing score on the
41firing range testing component of the minimum firearms
42proficiency course. All costs associated with the demonstration
43by any such person that he or she meets the requirements of the
44firing range testing component of the minimum firearms
45proficiency course shall be at the expense of the person being
46tested.
47     Section 2.  This act shall take effect July 1, 2006.
