  1                      A bill to be entitled

  2         An act relating to electric utility

  3         transmission; requiring the Public Service

  4         Commission to conduct a study of electric

  5         utility transmission; requiring that the

  6         commission cooperate with the Department of

  7         Community Affairs, the Department of Management

  8         Services, and the Department of Health;

  9         directing the commission to study certain

10         specified issues; requiring the commission to

11         submit a report to the Governor and the

12         Legislature by a specified date; providing an

13         effective date.

15  Be It Enacted by the Legislature of the State of Florida:

16  

17         Section 1.  Public Service Commission to conduct a

18  study.--

19         (1)  The Public Service Commission shall conduct a

20  study to evaluate the current electric utility transmission

21  system, to recommend potential improvements to the system in

22  order to decrease damage from storms or improve recovery of

23  the system after storm damage, and to develop recommendations

24  for improving the emergency response to storm damage to the

25  electric utility transmission system. The study shall be

26  conducted in cooperation with the Department of Community

27  Affairs, the Department of Management Services, and the

28  Department of Health.

29         (2)  The Public Service Commission shall:

30         (a)  Evaluate and analyze the current electric utility

31  transmission and distribution systems and the current

 1  telecommunications and cable systems to the extent that they

 2  use the same poles or other facilities as the electric

 3  systems.

 4         (b)  Compare the current systems with available,

 5  feasible alternatives and determine the costs and benefits of

 6  the current systems and the alternatives, including

 7  consideration of the costs, both direct and indirect, of

 8  continuing the maintenance, upgrading, and protection of the

 9  current systems. Cost comparisons should include scheduled

10  inspections to ensure that the system is maintained at its

11  maximum efficiency and durability.

12         (c)  Evaluate the problems caused by storm damages and

13  problems with emergency response and restoration of electric,

14  telecommunications, and cable systems.

15         (d)  Evaluate the current electrical needs of

16  facilities that provide critical services and recommend

17  standards the emergency systems of these facilities should

18  meet and sustain during postemergency recovery.

19         (3)  The commission shall report its findings and

20  recommendations to the Governor, the President of the Senate,

21  and the Speaker of the House of Representatives by March 1,

22  2007.

23         Section 2.  The sum of $75,000 is appropriated from the

24  General Revenue Fund to the Public Service Commission for the

25  2006-2007 fiscal year to be used to pay the expenses of the

26  study.

27         Section 3.  This act shall take effect upon becoming a

28  law.
