A bill to be entitled
2An act relating to the Film, Print Media, and
3Entertainment Industry Task Force; creating the Film,
4Print Media, and Entertainment Industry Task Force;
5providing purpose, duties, membership, and organization of
6the task force; requiring a report; providing an effective
7date.

9Be It Enacted by the Legislature of the State of Florida:

11     Section 1.  Film, Print Media, and Entertainment Industry
12Task Force.--
13     (1)  The Film, Print Media, and Entertainment Industry Task
14Force is created for the purpose of studying the film, print
15media, and entertainment industries in the state and the state's
16relationship to those industries in order to gather information
17that will expand and accelerate the growth and development of
18the film, print media, and entertainment industries within the
19state.
20     (2)  The duties of the task force shall include, but not be
21limited to:
22     (a)  Holding meetings within and outside the state as
23necessary for the purpose of gathering information from members
24of the film, print media, and entertainment industries with
25respect to methods by which the growth and development of those
26industries within the state may be expanded and accelerated.
27     (b)  Making recommendations to the Governor and the
28Legislature with respect to:
29     1.  The means by which growth and development in the film,
30print media, and entertainment industries in the state can best
31be achieved, which may include, but not be limited to,
32improvement in the delivery of services necessary to attract the
33film, print media, and entertainment industries to the state.
34     2.  Legislation needed to promote growth and development in
35the film, print media, and entertainment industries and ensure
36that Florida remains competitive with other states and nations
37in attracting those industries to the state, which may include,
38but not be limited to, the creation of dedicated sources of
39revenue and incentives designed to encourage the growth and
40development of those industries within the state.
41     (3)(a)  The task force shall consist of seven members to be
42appointed by the Commissioner of Film and Entertainment.
43     (b)  The members of the task force shall elect a chair and
44a vice chair from among its membership. The chair shall preside
45at all meetings of the task force.
46     (c)  The task force shall meet at the call of the chair or
47at the request of a majority of its membership.
48     (d)  A vacancy on the task force shall be filled by the
49commissioner for the remainder of the unexpired term.
50     (e)  Members of the task force shall serve without
51compensation but shall be entitled to per diem and travel
52expenses as provided in s. 112.061, Florida Statutes, while
53engaged in the performance of their duties.
54     (4)  The task force shall submit a final report of its
55findings and recommendations to the Governor, the Speaker of the
56House of Representatives, and the President of the Senate no
57later than June 30, 2007, which shall include recommendations
58for any legislation needed to ensure that Florida remains
59competitive with other states and nations in attracting the
60film, print media, and entertainment industries to the state.
61     Section 2.  This act shall take effect July 1, 2006.
