A bill to be entitled
2An act relating to the Joint Legislative Claims Committee;
3creating s. 11.81, F.S.; establishing the Joint
4Legislative Claims Committee; providing for membership and
5organization of the committee; providing for governance of
6the committee by joint rules; providing for the
7designation of a special master; providing an effective
8date.

10Be It Enacted by the Legislature of the State of Florida:

12     Section 1.  Section 11.81, Florida Statutes, is created to
13read:
14     11.81  Joint Legislative Claims Committee.--
15     (1)  There is created a standing joint committee of the
16Legislature designated the Joint Legislative Claims Committee,
17composed of 10 members as follows: five members of the Senate to
18be appointed by the President of the Senate and five members of
19the House of Representatives to be appointed by the Speaker of
20the House of Representatives. The terms of members shall be for
212 years and shall run from the organization of one Legislature
22to the organization of the next Legislature. Vacancies occurring
23during the interim period shall be filled in the same manner as
24the original appointment. The Speaker of the House of
25Representatives shall appoint the chair in odd-numbered years
26and the vice chair in even-numbered years, and the President of
27the Senate shall appoint the chair in even-numbered years and
28the vice chair in odd-numbered years, from among the committee
29membership.
30     (2)  The committee shall be governed by joint rules of the
31Senate and House of Representatives which shall remain in effect
32until repealed or amended by concurrent resolution.
33     (3)  The committee may, at any time, regardless of whether
34the Legislature is in session, and in connection with a
35currently filed claim bill, exercise all powers vested in a
36standing or select committee pursuant to s. 11.143.
37     (4)  The special master shall be designated jointly by the
38Speaker of the House of Representatives and the President of
39the Senate and shall serve at the pleasure of the presiding
40officers.
41     Section 2.  This act shall take effect July 1, 2006.
