10 | Be It Enacted by the Legislature of the State of Florida: |

12 | Section 1. Section 11.81, Florida Statutes, is created to |
13 | read: |
14 | 11.81 Joint Legislative Claims Committee.-- |
15 | (1) There is created a standing joint committee of the |
16 | Legislature designated the Joint Legislative Claims Committee, |
17 | composed of 10 members as follows: five members of the Senate to |
18 | be appointed by the President of the Senate and five members of |
19 | the House of Representatives to be appointed by the Speaker of |
20 | the House of Representatives. The terms of members shall be for |
21 | 2 years and shall run from the organization of one Legislature |
22 | to the organization of the next Legislature. Vacancies occurring |
23 | during the interim period shall be filled in the same manner as |
24 | the original appointment. The Speaker of the House of |
25 | Representatives shall appoint the chair in odd-numbered years |
26 | and the vice chair in even-numbered years, and the President of |
27 | the Senate shall appoint the chair in even-numbered years and |
28 | the vice chair in odd-numbered years, from among the committee |
29 | membership. |
30 | (2) The committee shall be governed by joint rules of the |
31 | Senate and House of Representatives which shall remain in effect |
32 | until repealed or amended by concurrent resolution. |
33 | (3) The committee may, at any time, regardless of whether |
34 | the Legislature is in session, and in connection with a |
35 | currently filed claim bill, exercise all powers vested in a |
36 | standing or select committee pursuant to s. 11.143. |
37 | (4) The special master shall be designated jointly by the |
38 | Speaker of the House of Representatives and the President of |
39 | the Senate and shall serve at the pleasure of the presiding |
40 | officers. |
41 | Section 2. This act shall take effect July 1, 2006. |
