14         On page 1, lines 15-18, delete those lines

16  and insert:  operator of an automated teller machine, as
17  defined in s. 655.960(3), may charge an access fee or
18  surcharge, not otherwise prohibited under state or federal
19  law, to a customer conducting a transaction using an account
20  from a financial institution, as defined in s. 655.005(1)(h),
