15 On page 16, between lines 4 and 5,

17 insert:
18 Section 17. Notwithstanding the passage of House Bill
19 7239 or other similar legislation during the 2006 Regular
20 Session, a charter county that enacted, on or before January
21 1, 2000, a local ordinance that regulates refunds by retail
22 establishments may continue to enforce its local ordinance and
23 is not preempted by the provisions of s. 501.142, Florida
24 Statutes, or any rules adopted thereunder by the Department of
25 Agriculture and Consumer Services.
