6     Section 53.  Subsection (1) of section 627.733, Florida
7Statutes, is amended to read:
8     627.733  Required security.--
9     (1)(a)  Every owner or registrant of a motor vehicle, other
10than a motor vehicle used as a taxicab, school bus as defined in
11s. 1006.25, or limousine, required to be registered and licensed
12in this state shall maintain security as required by subsection
13(3) in effect continuously throughout the registration or
14licensing period.
15     (b)  Every owner or registrant of a motor vehicle used as a
16taxicab shall maintain security as required under s. 324.032(1).
17     Section 54.  Subsection (1) of section 324.032, Florida
18Statutes, is amended to read:
19     324.032  Manner of proving financial responsibility; for-
20hire passenger transportation vehicles.--Notwithstanding the
21provisions of s. 324.031:
22     (1)(a)  A person who is either the owner or a lessee
23required to maintain insurance under s. 627.7331(1)(b) s.
24324.021(9)(b) and who operates one or more taxicabs, limousines,
25jitneys, or any other for-hire passenger transportation vehicles
26may prove financial responsibility by furnishing satisfactory
27evidence of holding a motor vehicle liability policy as defined
28in s. 324.031, but with minimum limits of
29$125,000/250,000/50,000.
30     (b)  A person who is either the owner or a lessee required
31to maintain insurance under s. 324.021(9)(b) and who operates
32limousines, jitneys, or any other for-hire passenger vehicles,
33other than taxicabs, may prove financial responsibility by
34furnishing satisfactory evidence of holding a motor vehicle
35liability policy as defined in s. 324.031.

37Upon request by the department, the applicant must provide the
38department at the applicant's principal place of business in
39this state access to the applicant's underlying financial
40information and financial statements that provide the basis of
41the certified public accountant's certification. The applicant
42shall reimburse the requesting department for all reasonable
43costs incurred by it in reviewing the supporting information.
44The maximum amount of self-insurance permissible under this
45subsection is $300,000 and must be stated on a per-occurrence
46basis, and the applicant shall maintain adequate excess
47insurance issued by an authorized or eligible insurer licensed
48or approved by the Office of Insurance Regulation. All risks
49self-insured shall remain with the owner or lessee providing it,
50and the risks are not transferable to any other person, unless a
51policy complying with subsection (1) is obtained.
