| 6 | Environmental Protection shall submit a report to the Governor, |
| 7 | the President of the Senate, and the Speaker of the House of |
| 8 | Representatives no later than February 1, 2007. |
| 9 | (b) The Department of Health shall contract for a study by |
| 10 | an independent entity to further identify and quantify the |
| 11 | nitrogen loading from onsite sewage treatment and disposal |
| 12 | systems within the Wekiva Study Area. The objectives of the |
| 13 | study shall be determined by the department's technical review |
| 14 | and advisory panel, which shall also oversee the study. The |
| 15 | report shall assess whether onsite sewage treatment and disposal |
| 16 | systems are a significant source of nitrogen to the underlying |
| 17 | ground water relative to other sources and shall recommend a |
| 18 | range of possible cost-effective onsite sewage treatment and |
| 19 | disposal system nitrogen reduction strategies if contributions |
| 20 | are significant. Rulemaking under section 369.318(2), Florida |
| 21 | Statutes, shall be suspended until the completion of the study. |
| 22 | The Department of Health shall submit a report to the Governor, |
| 23 | the President of the Senate, and the Speaker of the House of |
| 24 | Representatives no later than February 1, 2007. |
