3     Amendment (with title amendment)
4     Remove lines 2480 through 2498 and insert:
5input into the river and associated springs. The Department of
6Environmental Protection shall submit a report to the Governor,
7the President of the Senate, and the Speaker of the House of
8Representatives no later than February 1, 2007.
9     (b)  The Department of Health shall contract for a study by
10an independent entity to further identify and quantify the
11nitrogen loading from onsite sewage treatment and disposal
12systems within the Wekiva Study Area. The objectives of the
13study shall be determined by the department's technical review
14and advisory panel, which shall also oversee the study. The
15report shall assess whether onsite sewage treatment and disposal
16systems are a significant source of nitrogen to the underlying
17ground water relative to other sources and shall recommend a
18range of possible cost-effective onsite sewage treatment and
19disposal system nitrogen reduction strategies if contributions
20are significant. Rulemaking under section 369.318(2), Florida
21Statutes, shall be suspended until the completion of the study.
22The Department of Health shall submit a report to the Governor,
23the President of the Senate, and the Speaker of the House of
24Representatives no later than February 1, 2007.
