14 On page 13, line 4, through page 14, line 8, delete
15 those lines

17 and insert:
18 Section 4. Section 106.0701, Florida Statutes, is
19 created to read:
20 106.0701 Statewide and legislative officer's and
21 candidate's solicitation of contributions; reporting
22 requirements.--
23 (1) The Governor, the Lieutenant Governor, a member of
24 the Cabinet, a state legislator, or a candidate for any of
25 these offices that solicits or causes to be solicited a
26 contribution for a committee of continuous existence,
27 electioneering communications organization, organization
28 exempt from taxation under 26 U.S.C. s. 527 other than a
29 political party or the campaign depository of the solicitor,
30 or an organization exempt from taxation under 26 U.S.C. s.
31 501(c)(4) shall, within 48 hours of such solicitation, file a

1 statement with the division pursuant to s. 106.0705. The
2 statement shall contain the following information:
3 (a) The name, street address, and office held or
4 sought of the officer or candidate making or causing the
5 solicitation to be made.
6 (b) The date the solicitation was made.
7 (c) The name, street address, and type of organization
8 for whom the solicitation was made.
9 (d) A description of the relationship between the
10 officer or candidate and the organization for whom the
11 solicitation was made.
12 (2) If an officer or candidate has not been issued a
13 secure sign-on to the division's electronic reporting system
14 pursuant to s. 106.0705, the officer or candidate making the
15 solicitation or causing the solicitation to be made shall,
16 within 24 hours of the solicitation, request one from the
17 division and file a report of the solicitation within 48 hours
18 after receiving the sign-on.
19 (3) For purposes of this section, "solicits or causes
20 to be solicited a contribution for a committee of continuous
21 existence, electioneering communications organization,
22 organization exempt from taxation under 26 U.S.C. s. 527 other
23 than a political party or the campaign depository of the
24 solicitor, or an organization exempt from taxation under 26
25 U.S.C. s. 501(c)(4)" means to expressly seek, ask, petition,
26 beseech, or request, directly or indirectly, that a gift,
27 subscription, conveyance, deposit, loan, payment, or
28 distribution of money or anything of value, including
29 contributions in kind having an attributable monetary value in
30 any form, be given, directly or indirectly, to the committee
31 or organization; however, the term does not include a general

1 appeal to support the committee or organization if the appeal
2 fails to expressly seek, ask, petition, beseech, or request
3 that something with a monetary value be given to the committee
4 or organization.
5 (4) Any officer or employee who fails to timely file a
6 solicitation report required by this section shall be subject
7 to the penalties for late-filed campaign finance reports
8 pursuant to s. 106.07(8).
