| 4 | Between lines 956 and 957, insert: |
| 5 | Section 13. In an effort to eliminate duplication and |
| 6 | ensure efficient streamlining of the permit process of chapters |
| 7 | 373 and 403, Florida Statutes, and eliminate the overlapping of |
| 8 | state, federal, and local regulations, the Department of |
| 9 | Environmental Protection shall create a task force of interested |
| 10 | parties and present a report to the Speaker of the House of |
| 11 | Representatives and the President of the Senate by February 1, |
| 12 | 2007, with a list of permitting requirements authorized pursuant |
| 13 | to chapters 373 and 403, Florida Statutes; the federal, state, |
| 14 | regional, and local agencies that currently are required to |
| 15 | issue those permits; a corresponding list of permits and the |
| 16 | timelines; and recommendations as to which entity or entities |
| 17 | should be solely responsible for each permit. |
