4 | Between line(s) 956 and 957, insert: |
5 | Section 13. In an effort to eliminate duplication and |
6 | ensure efficient streamlining of the permit process of chapters |
7 | 373 and 403, Florida Statutes, and eliminate the overlapping of |
8 | state, federal, and local regulations, the Department of |
9 | Environmental Protection shall be responsible for ensuring |
10 | statewide coordination and consistency in the delineation and |
11 | permitting of surface waters, wetlands, and solid waste and |
12 | shall create a task force of interested parties and present a |
13 | report to the Speaker of the House of Representatives and the |
14 | President of the Senate by September 1, 2006, with a list of |
15 | permitting requirements authorized pursuant to chapters 373 and |
16 | 403, Florida Statutes; the federal, state, regional, and local |
17 | agencies that currently are required to issue those permits; a |
18 | corresponding list of permits and the timelines; and |
19 | recommendations as to which entity should be solely responsible |
20 | for each permit. |
