 2         An act relating to election administration;
 3         amending s. 98.093, F.S.; modifying the
 4         procedures for removing the names of deceased
 5         voters from the statewide voter registration
 6         system; repealing s. 101.23, F.S., relating to
 7         polling place procedures; amending s. 101.043,
 8         F.S.; transferring a requirement that poll
 9         workers prevent double voting; amending s.
10         101.131, F.S.; transferring a requirement that
11         poll watchers have access to certain
12         information about electors; providing an
13         effective date.

15  Be It Enacted by the Legislature of the State of Florida:

17         Section 1.  Subsection (3) of section 98.093, Florida
18  Statutes, is amended to read:
19         98.093  Duty of officials to furnish lists of deceased
20  persons, persons adjudicated mentally incapacitated, and
21  persons convicted of a felony.--
22         (3)  Nothing in this section shall limit or restrict
23  the supervisor in his or her duty to remove the names of
24  persons from the statewide voter registration system utilizing
25  the procedures set forth in pursuant to s. 98.075(7) based
26  upon information received from other sources; however, with
27  regard to a deceased voter, the supervisor shall remove the
28  elector's name after verification of information received from
29  other sources.
30         Section 2.  Section 101.23, Florida Statutes, is
31  repealed.

Subsection (1) of section 101.043, Florida 2 Statutes, is amended to read: 3 101.043 Identification required at polls.-- 4 (1) The precinct register, as prescribed in s. 98.461, 5 shall be used at the polls for the purpose of identifying the 6 elector at the polls prior to allowing him or her to vote. The 7 clerk or inspector shall require each elector, upon entering 8 the polling place, to present one of the following current and 9 valid picture identifications: 10 (a) Florida driver's license. 11 (b) Florida identification card issued by the 12 Department of Highway Safety and Motor Vehicles. 13 (c) United States passport. 14 (d) Employee badge or identification. 15 (e) Buyer's club identification. 16 (f) Debit or credit card. 17 (g) Military identification. 18 (h) Student identification. 19 (i) Retirement center identification. 20 (j) Neighborhood association identification. 21 (k) Public assistance identification. 22 23 If the picture identification does not contain the signature 24 of the voter, an additional identification that provides the 25 voter's signature shall be required. The elector shall sign 26 his or her name in the space provided on the precinct register 27 or on an electronic device provided for recording the voter's 28 signature. The 3 clerk or inspector shall prevent any person from voting a 4 second time when they have reason to believe that the person 5 has voted. 6 Section 4. Subsection (1) of section 101.131, Florida 7 Statutes, is amended to read: 8 101.131 Watchers at polls.-- 9 (1) Each political party and each candidate may have 10 one watcher in each polling room or early voting area at any 11 one time during the election. A political committee formed for 12 the specific purpose of expressly advocating the passage or 13 defeat of an issue on the ballot may have one watcher for each 14 polling room or early voting area at any one time during the 15 election. No watcher shall be permitted to come closer to the 16 officials' table or the voting booths than is reasonably 17 necessary to properly perform his or her functions, but each 18 shall be allowed within the polling room or early voting area 19 to watch and observe the conduct of electors and officials. In 20 addition, poll watchers designated and appointed pursuant to 21 this subsection may inspect the precinct register or 22 electronic poll book during regular voting hours, except that 23 the election inspector may regulate access to the register or 24 electronic poll book so as to ensure that such inspection does 25 not unreasonably interfere with the orderly operation of the 26 polling place. The poll watchers shall furnish their own 27 materials and necessities and shall not obstruct the orderly 28 conduct of any election. The poll watchers shall pose any 29 questions regarding polling place procedures directly to the 30 clerk for resolution. They may not interact with voters.
