4     Remove lines 1024-1050 and insert:
5     (3)(a)(4)  Forty percent of the total appropriation in
6paragraph (2)(a) shall be used to inspect and improve tie-downs
7for mobile homes. Within 30 days after the effective date of
8that appropriation, the department shall contract with a public
9higher educational institution in this state which has previous
10experience in administering the programs set forth in this
11subsection to serve as the administrative entity and fiscal
12agent pursuant to s. 216.346 for the purpose of administering
13the programs set forth in this subsection in accordance with
14established policy and procedures. The administrative entity
15working with the advisory council set up under subsection (6)
16shall develop a list of mobile home parks and counties that may
17be eligible to participate in the tie-down program.
18     (b)1.  There is created the Manufactured Housing and Mobile
19Home Mitigation and Enhancement Program. The program shall
20require the mitigation of damage to or enhancement of homes for
21the areas of concern raised by the Department of Highway Safety
22and Motor Vehicles in the 2004-2005 Hurricane Reports on the
23effects of the 2004 and 2005 hurricanes on manufactured and
24mobile homes in this state. The mitigation of damage or
25enhancement of homes shall include, but not be limited to,
26structural components; site-built additions; or tie-down systems
27and may also address any other issues deemed appropriate by
28Tallahassee Community College, the Federation of Manufactured
29Home Owners of Florida, Inc., the Florida Manufactured Housing
30Association, and the Department of Highway Safety and Motor
31Vehicles. The program shall include an education and outreach
32component to ensure that owners of manufactured and mobile homes
33are aware of the benefits of participation.
34     2.  The program shall be a grant program that ensures
35entire manufactured home communities and mobile home parks may
36be improved wherever practicable.
37     3.  Upon evidence of completion of the program, the
38Citizens Property Insurance Corporation shall grant, on a pro
39rata basis, actuarially reasonable discounts, credits, or other
40rate differentials or appropriate reductions in deductibles for
41the properties of owners of manufactured homes or mobile homes
42on which fixtures or construction techniques that have been
43demonstrated to reduce the amount of loss in a windstorm have
44been installed or implemented. The discount on the premium shall
45be applied to subsequent renewal premium amounts. Premiums of
46the Citizens Property Insurance Corporation shall reflect the
47location of the home and the fact that the home has been
48installed in compliance with building codes adopted after
49Hurricane Andrew. Rates resulting from the completion of the
50Manufactured Housing and Mobile Home Mitigation and Enhancement
51Program are not considered competitive rates for the purposes of
52ss. 627.351(6)(d)1. and 2.
53     4.  On or before January 1 of each year, Tallahassee
54Community College shall provide a report of activities under
55this section to the Governor, the President of the Senate, and
56the Speaker of the House of Representatives. The report shall
57set forth the number of homes that have taken advantage of the
58program, the types of enhancements and improvements made to the
59manufactured or mobile homes and attachments to such homes, and
60whether there has been an increase of availability of insurance
61products to owners of manufactured homes or mobile homes.

63Tallahassee Community College shall develop the programs set
64forth in this subsection in consultation with the Federation of
65Manufactured Home Owners of Florida, Inc., the Florida
66Manufactured Housing Association, and the Department of Highway
67Safety and Motor Vehicles. The moneys appropriated for the
68programs set forth in this section shall be distributed by the
69Department of Financial Servces directly to Tallahassee
70Community College for the uses set forth in this section.
71     (4)(5)  Of moneys provided to the Department of Community
72Affairs in paragraph (2)(a), 10 percent shall be allocated to a
73Type I Center within the State University System dedicated to
74hurricane research. The Type I Center shall develop a
75preliminary work plan approved by the advisory council set forth
76in subsection (5) (6) to eliminate the state and local barriers
77to upgrading existing mobile homes and communities, research and
78develop a program for the recycling of existing older mobile
79homes, and support programs of research and development relating
80to hurricane loss reduction devices and techniques for site-
81built residences. The State University System also shall consult
82with the Department of Community Affairs and assist the
83department with the report required under subsection (7) (8).
84     (5)(6)  Except for the programs set forth in subsection
85(3), the Department of Community Affairs shall develop
