House Joint Resolution
2A joint resolution proposing the creation of Section 19 of
3Article VII of the State Constitution to limit the
4expenditures of counties and municipalities by general law
5subject to certain exceptions.

7Be It Resolved by the Legislature of the State of Florida:
8
9     That the following creation of Section 19 of Article VII of
10the State Constitution is agreed to and shall be submitted to
11the electors of this state for approval or rejection at the next
12general election or at an earlier special election specifically
13authorized by law for that purpose:

FINANCE AND TAXATION
16     SECTION 19.  Limitation on county and municipal
17expenditures.--A limitation on county and municipal expenditures
18may be imposed by general law, provided:
19     (a)  A provision for annual growth in the expenditure
20limitation is made, which growth must equal or exceed the growth
21in Florida personal income.
22     (b)  Provisions for waiving the expenditure limitation are
23made if:
24     (1)  The Governor declares an emergency;
25     (2)  The electors of the county or municipality approve the
26additional expenditures by referendum; or
27     (3)  The additional expenditures are approved by a
28supermajority vote of the governing body of the county or
29municipality.
30     BE IT FURTHER RESOLVED that the following statement be
31placed on the ballot:

34     LIMITATION ON COUNTY AND MUNICIPAL EXPENDITURES.--Proposing
35an amendment to the State Constitution to authorize the
36Legislature to impose a limitation on expenditures of counties
37and municipalities by general law, subject to providing for
38annual growth in the limitation and waiving the limitation if
39the Governor declares an emergency or additional expenditures
40are approved by municipal or county electors by referendum or by
41the municipal or county governing body by a supermajority vote.
