A bill to be entitled
2An act relating to the Florida Center for Solid and
3Hazardous Waste Management; designating the Florida Center
4for Solid and Hazardous Waste Management as the Bill
5Hinkley Center for Solid and Hazardous Waste Management;
6directing the Department of Education to erect suitable
7markers; providing an effective date.

9     WHEREAS, efforts to conserve and recycle the natural
10resources of this state have been well served by the tireless
11efforts of William "Bill" W. Hinkley throughout his career of
12public service, and
13     WHEREAS, Mr. Bill Hinkley has provided leadership, candor,
14and enthusiasm to the public debate at federal, state, and local
15levels of government on matters concerning solid and hazardous
16waste management, and
17     WHEREAS, the laws in this state governing waste management
18to protect the public health, safety, and welfare have been
19directly impacted by the active participation of Mr. Bill
20Hinkley, and
21     WHEREAS, Mr. Bill Hinkley has stressed the promotion,
22importance, and role of science in all his endeavors to help
23improve the management of solid and hazardous waste, and
24     WHEREAS, the Florida Center for Solid and Hazardous Waste
25Management (FCSHWM) was formed in 1988 by action of the
26Legislature for the purpose of coordinating the research,
27training, and service activities related to solid and hazardous
28waste management conducted by state universities, and
29     WHEREAS, the data and information generated by research
30sponsored by the FCSHWM has been an important factor in
31decisions made by the Legislature, local governments, and the
32Department of Environmental Protection, and
33     WHEREAS, Bill Hinkley has been a key staff member of the
34Department of Environmental Protection for almost thirty years
35and has been sought out by many members of the Senate and House
36of Representatives for his thoughts and advice on a large number
37of very diverse environmental matters that were the object of a
38great deal of debate, and
39     WHEREAS, Bill Hinkley has always provided sound and
40unbiased information and counsel to many members of the
41Legislature, NOW, THEREFORE,

43Be It Enacted by the Legislature of the State of Florida:
44
45     Section 1.  Bill Hinkley Center for Solid and Hazardous
46Waste Management designated; Department of Education to erect
47suitable markers.--
48     (1)  The Florida Center for Solid and Hazardous Waste
49Management is designated as the "Bill Hinkley Center for Solid
50and Hazardous Waste Management."
51     (2)  The Department of Education is directed to erect
52suitable markers designating the Bill Hinkley Center for Solid
53and Hazardous Waste Management as described in subsection (1).
54     Section 2.  This act shall take effect July 1, 2006.
