9 | WHEREAS, efforts to conserve and recycle the natural |
10 | resources of this state have been well served by the tireless |
11 | efforts of William "Bill" W. Hinkley throughout his career of |
12 | public service, and |
13 | WHEREAS, Mr. Bill Hinkley has provided leadership, candor, |
14 | and enthusiasm to the public debate at federal, state, and local |
15 | levels of government on matters concerning solid and hazardous |
16 | waste management, and |
17 | WHEREAS, the laws in this state governing waste management |
18 | to protect the public health, safety, and welfare have been |
19 | directly impacted by the active participation of Mr. Bill |
20 | Hinkley, and |
21 | WHEREAS, Mr. Bill Hinkley has stressed the promotion, |
22 | importance, and role of science in all his endeavors to help |
23 | improve the management of solid and hazardous waste, and |
24 | WHEREAS, the Florida Center for Solid and Hazardous Waste |
25 | Management (FCSHWM) was formed in 1988 by action of the |
26 | Legislature for the purpose of coordinating the research, |
27 | training, and service activities related to solid and hazardous |
28 | waste management conducted by state universities, and |
29 | WHEREAS, the data and information generated by research |
30 | sponsored by the FCSHWM has been an important factor in |
31 | decisions made by the Legislature, local governments, and the |
32 | Department of Environmental Protection, and |
33 | WHEREAS, Bill Hinkley has been a key staff member of the |
34 | Department of Environmental Protection for almost thirty years |
35 | and has been sought out by many members of the Senate and House |
36 | of Representatives for his thoughts and advice on a large number |
37 | of very diverse environmental matters that were the object of a |
38 | great deal of debate, and |
39 | WHEREAS, Bill Hinkley has always provided sound and |
40 | unbiased information and counsel to many members of the |
41 | Legislature, NOW, THEREFORE, |

43 | Be It Enacted by the Legislature of the State of Florida: |
44 |
|
45 | Section 1. Bill Hinkley Center for Solid and Hazardous |
46 | Waste Management designated; Department of Education to erect |
47 | suitable markers.-- |
48 | (1) The Florida Center for Solid and Hazardous Waste |
49 | Management is designated as the "Bill Hinkley Center for Solid |
50 | and Hazardous Waste Management." |
51 | (2) The Department of Education is directed to erect |
52 | suitable markers designating the Bill Hinkley Center for Solid |
53 | and Hazardous Waste Management as described in subsection (1). |
54 | Section 2. This act shall take effect July 1, 2006. |
