15 On page 6, between lines 5 and 6,

17 insert:
18 Section 3. Paragraph (h) is added to subsection (1) of
19 section 382.013, Florida Statutes, to read:
20 382.013 Birth registration.--A certificate for each
21 live birth that occurs in this state shall be filed within 5
22 days after such birth with the local registrar of the district
23 in which the birth occurred and shall be registered by the
24 local registrar if the certificate has been completed and
25 filed in accordance with this chapter and adopted rules. The
26 information regarding registered births shall be used for
27 comparison with information in the state case registry, as
28 defined in chapter 61.
29 (1) FILING.--
30 (h) The local registrar may receive electronically a
31 birth certificate for each live birth which is required to be

1 filed with the registrar under this chapter through facsimile
2 or other electronic transfer for the purpose of filing the
3 birth certificate. The receipt of a birth certificate by
4 electronic transfer constitutes delivery to the local
5 registrar as required by law.

17 definitions; amending s. 382.008, F.S.;
18 authorizing the local registrar of the Office
19 of Vital Statistics of the Department of Health
20 to receive electronically the certificate of
21 death or fetal death which is required to be
22 filed with the local registrar; creating s.
23 382.0085, F.S.; requiring that the person
24 required to file the fetal death certificate
25 advise a parent of a stillborn child about the
26 availability of a certificate of birth
27 resulting in stillbirth; authorizing the parent
28 to name the stillborn child on a certificate;
29 requiring a state file number for the
30 certificate; requiring the Department of Health
31 to prescribe the form and content of the

1 certificate by rule; prohibiting the Office of
2 Vital Statistics within the Department of
3 Health from using a certificate of birth
4 resulting in stillbirth to calculate certain
5 statistics; authorizing a parent to request a
6 certificate of birth resulting in stillbirth
7 without regard to the date on which the
8 certificate of fetal death was issued;
9 prohibiting certain persons from obtaining a
10 certificate of birth resulting in stillbirth;
11 authorizing the Office of Vital Statistics to
12 charge a fee; requiring a certificate of birth
13 resulting in stillbirth to contain certain
14 information; requiring the department to adopt
15 rules; amending s. 382.013, F.S.; authorizing
16 the local registrar of the Office of Vital
17 Statistics of the Department of Health to
