12  recommended the following amendment:

14         Senate Amendment 
15         On page 2, lines 4-6, delete those lines
16  
17  and insert:  Regulation determines that:
18         a.  insureds who intend to travel are a separate
19  actuarially supportable class whose risk of loss is different
20  from those insureds who do not intend to travel; or
21         b.  the decision is based on sound actuarial principles
22  and actual or reasonably anticipated experience that
23  correlates to the risk of travel to a specific destination.
