14 On page 31, between lines 17 and 18,

16 insert:
17 Section 15. Section 1001.451, Florida Statutes, is
18 amended to read:
19 1001.451 Regional consortium service
20 organizations.--In order to provide a full range of programs
21 to larger numbers of students, minimize duplication of
22 services, and encourage the development of new programs and
23 services:
24 (1) School districts with 20,000 or fewer unweighted
25 full-time equivalent students, developmental research
26 (laboratory) schools established pursuant to s. 1002.32, and
27 the Florida School for the Deaf and the Blind may enter into
28 cooperative agreements to form a regional consortium service
29 organization. Each regional consortium service organization
30 shall provide, at a minimum, three of the following services:
31 exceptional student education; teacher education centers;

1 environmental education; federal grant procurement and
2 coordination; data processing; health insurance; risk
3 management insurance; staff development; purchasing; or
4 planning and accountability.
5 (2)(a) Each regional consortium service organization
6 that consists of four or more school districts is eligible to
7 receive, through the Department of Education, an incentive
8 grant of $50,000 per school district and eligible member to be
9 used for the delivery of services within the participating
10 school districts. The determination of services and use of
11 such funds shall be established by the board of directors of
12 the regional consortium service organization.
13 (b) Application for incentive grants shall be made to
14 the Commissioner of Education by July 30 of each year for
15 distribution to qualifying regional consortium service
16 organizations by January 1 of the fiscal year.
17 (3) In order to economically provide programs and
18 services to participating school districts and members, a
19 regional consortium service organization may establish
20 purchasing and bidding programs, including construction and
21 construction management arrangements, in lieu of individual
22 school district bid arrangements pursuant to policies
23 exercised by its member districts. Participation in regional
24 consortium service organization bids shall be accomplished by
25 action of an individual district school board through a letter
26 of intent to participate and shall be reflected in official
27 district school board minutes.
28 (4) A regional consortium service organization board
29 of directors may elect to establish a direct-support
30 organization pursuant to s. 1001.453 which is independent of
31 its fiscal agent district.
