7490.0149, F.S.; providing a definition; specifying the
8circumstances under which a psychologist may hold himself
9or herself out as a certified psychology specialist,
10board-certified psychology specialist, or psychology
11diplomate; requiring the Board of Psychology to adopt
12rules to establish specified criteria for approval of
13certifying bodies; specifying that a person licensed under
14ch. 490, F.S., may specify the types of services he or she
15provides; providing an effective date.

17Be It Enacted by the Legislature of the State of Florida:
18
19     Section 1.  Section 490.0149, Florida Statutes, is created
20to read:
21     490.0149  Specialties.--
22     (1)  As used in this section, the term "certified
23psychology specialist," "board-certified psychology specialist,"
24or "psychology diplomate" means a psychologist with recognized
25special competency acquired through an organized sequence of
26formal education, training, experience, and professional
27standing that is recognized by a certifying body approved by the
28board pursuant to criteria adopted under subsection (3).
29     (2)  A person licensed as a psychologist may not hold
30himself or herself out as a certified psychology specialist,
31board-certified psychology specialist, or psychology diplomate
32unless the person has received formal recognition from an
33approved certifying body.
34     (3)  The board shall adopt rules to establish criteria for
35approval of certifying bodies that provide certification for
36specialties in psychology as provided in subsection (1). The
37criteria shall include that a certifying body:
38     (a)  Be national in scope, incorporate standards of the
39profession, and collaborate closely with organizations related
40to specialization in psychology.
41     (b)  Have clearly described purposes, by-laws, policies,
42and procedures.
43     (c)  Have established standards for specialized practice of
44psychology.
45     (d)  Provide assessments that include the development and
46implementation of an examination designed to measure the
47competencies required to provide services that are
48characteristic of the specialty area.
49     (4)  A person licensed as a psychologist under this chapter
50may indicate the services he or she offers and may indicate that
51his or her practice is limited to one or more types of services
52when this accurately reflects his or her scope of practice.
53     Section 2.  This act shall take effect July 1, 2006.
