A bill to be entitled
2An act relating to psychology specialties; creating s.
3490.0149, F.S.; providing a definition; specifying the
4circumstances under which a psychologist may hold himself
5or herself out as a certified psychology specialist,
6board-certified psychology specialist, or psychology
7diplomate; requiring the Board of Psychology to adopt
8rules to establish specified criteria for approval of
9certifying bodies; specifying that a person licensed under
10ch. 490, F.S., may specify the types of services he or she
11provides; providing an effective date.

13Be It Enacted by the Legislature of the State of Florida:
14
15     Section 1.  Section 490.0149, Florida Statutes, is created
16to read:
17     490.0149  Specialties.--
18     (1)  As used in this section, the term "certified
19psychology specialist," "board-certified psychology specialist,"
20or "psychology diplomate" means a psychologist with recognized
21special competency acquired through an organized sequence of
22formal education, training, experience, and professional
23standing that is recognized by a certifying body approved by the
24board pursuant to criteria adopted under subsection (3).
25     (2)  A person licensed as a psychologist may not hold
26himself or herself out as a certified psychology specialist,
27board-certified psychology specialist, or psychology diplomate
28unless the person has received formal recognition from an
29approved certifying body.
30     (3)  The board shall adopt rules to establish criteria for
31approval of certifying bodies that provide certification for
32specialties in psychology as provided in subsection (1). The
33criteria shall include that a certifying body:
34     (a)  Be national in scope, incorporate standards of the
35profession, and collaborate closely with organizations related
36to specialization in psychology.
37     (b)  Have clearly described purposes, by-laws, policies,
38and procedures.
39     (c)  Have established standards for specialized practice of
40psychology.
41     (d)  Provide assessments that include the development and
42implementation of an examination designed to measure the
43competencies required to provide services that are
44characteristic of the specialty area.
45     (4)  A person licensed as a psychologist under this chapter
46may indicate the services he or she offers and may indicate that
47his or her practice is limited to one or more types of services
48when this accurately reflects his or her scope of practice.
49     Section 2.  This act shall take effect July 1, 2006.
