  1                      A bill to be entitled

  2         An act relating to stem cell research; creating

  3         a stem cell research program; requiring the

  4         program to conform to certain ethical

  5         standards; providing an appropriation;

  6         providing an effective date.

  8         WHEREAS, stem cells are cells that have the remarkable

  9  potential to develop into many different cell types in the

10  body, theoretically dividing without limit and replenishing

11  other cells for as long as the person or animal is alive, and

12         WHEREAS, when a stem cell divides, each daughter cell

13  has the potential to either remain a stem cell or become

14  another type of cell having a more specialized function, such

15  as a muscle cell, a red blood cell, or a brain cell, NOW,

16  THEREFORE,

18  Be It Enacted by the Legislature of the State of Florida:

19  

20         Section 1.  There is established a state stem cell

21  research program. The program shall use the ethical guidelines

22  published by the National Institutes of Health, requiring that

23  all cell lines be derived from the six existing stem cell line

24  embryos that were originally created for fertility treatments.

25         Section 2.  The sum of $10 million is appropriated from

26  the General Revenue Fund to the stem cell research program.

27         Section 3.  This act shall take effect July 1, 2006.
