15         On page 4, between lines 21 and 22,

17  insert:  
18         Section 4.  Subsection (5) of section 1011.85, Florida
19  Statutes, is amended to read:
20         1011.85  Dr. Philip Benjamin Matching Grant Program for
21  Community Colleges.--
22         (5)  The matching ratio for donations that are
23  specifically designated to support scholarships, including
24  scholarships for first-generation-in-college students, student
25  loans, or need-based grants shall be $1 of state funds to $1
26  of local private funds.
