7Be It Resolved by the House of Representatives of the State of
8Florida, the Senate Concurring:

10     That current Joint Rule 8 of the Joint Rules of the
11Legislature is renumbered as Joint Rule 9 and a new Joint Rule 8
12is created to read:

188.1--Filing and Introduction of Committee Bills
19     At the regular session following submission of each annual
20report to the President of the Senate and the Speaker of the
21House of Representatives recommending the modification or repeal
22of exemptions from the general state sales and use tax, the
23ranking members of each house of the Legislature on the Joint
24Legislative Sales and Use Tax Exemption Review Committee shall
25sponsor and file for introduction in their respective houses of
26the Legislature bills presenting for modification or repeal
27those exemptions from the general state sales and use tax that
28were subject to the review and recommendations of the committee
29in the report submitted immediately prior to the session in
30which introduced. However, if either such member voted against
31the recommendation of the committee, another member of the
32committee from that house of the Legislature who voted for the
33recommendation of the committee shall sponsor the bill in that
34house of the Legislature. Each bill filed under this rule shall
35be exempt from any filing limits applicable in either house of
36the Legislature and shall be limited to a single exemption and
37for that purpose only. Upon introduction, each bill filed under
38this rule shall be placed on the calendar of the respective
39house of the Legislature without reference to any committee and
40must be submitted to a vote of the members of the house of the
41Legislature in which introduced no later than the eighth week of
42the session in which introduced, unless the substance of the
43bill has already been voted on by the members of the other house
44of the Legislature in another bill during that session and
45defeated. In addition, each bill filed under this rule that
46receives a majority vote in the house of the Legislature in
47which introduced must be submitted to a vote of the members of
48the other house of the Legislature during that session, unless
49the substance of the bill has already been voted on by the
50members of the other house of the Legislature in another bill
51during that session and defeated.

538.2--Meetings to Consider Proposed Bills; Notice
54     The committee may hold meetings to consider bills proposing
55the modification or repeal of an exemption from the general
56state sales and use tax under this rule. Not less than 7 days
57prior to a meeting of the committee to consider such proposed
58bills, a notice of the meeting, stating the proposed bills to be
59considered and the date, time, and place of the meeting, shall
60be filed with the Secretary of the Senate when the chair is a
61Senator or with the Clerk of the House of Representatives when
62the chair is a Representative. The Secretary or the Clerk shall
63distribute notice to the Legislature and the public, consistent
64with the rules and policies of their respective houses.

668.3--Proceedings Governing Consideration of Proposed Bills
67     All proceedings of the committee at which a bill proposing
68the modification or repeal of an exemption from the general
69state sales and use tax under this rule is considered shall be
70governed by the rules of the Senate when the chair is a Senator
71and by the rules of the House of Representatives when the chair
72is a Representative, except as otherwise provided in this rule.

78     All joint rules adopted by concurrent resolution, and
79amendments thereto, shall continue in effect from session to
80session or Legislature to Legislature until repealed by
81concurrent resolution.
