7An act relating to the Florida Ready to Work Certification
8Program; creating s. 1004.99, F.S.; creating the program
9to enhance student workplace skills; providing for
10implementation; providing program components; authorizing
11rulemaking; providing an effective date.

13Be It Enacted by the Legislature of the State of Florida:
14
15     Section 1.  Section 1004.99, Florida Statutes, is created
16to read:
17     1004.99  Florida Ready to Work Certification Program.--
18     (1)  There is created the Florida Ready to Work
19Certification Program to enhance the workplace skills of
20Florida's students to better prepare them for successful entry-
21level employment in specific occupations.
22     (2)  The Florida Ready to Work Certification Program may be
23conducted in public high schools, community colleges, technical
24centers, one-stop career centers, vocational rehabilitation
25centers, and Department of Juvenile Justice educational
26facilities. The Department of Education shall establish
27institutional readiness criteria for program implementation.
28     (3)  The Florida Ready to Work Certification Program shall
29be composed of:
30     (a)  A comprehensive identification of workplace skills for
31each occupation identified for inclusion in the program by the
32Agency for Workforce Innovation.
33     (b)  A preinstructional assessment that delineates the
34student's mastery level on the specific workplace skills
35identified for that occupation.
36     (c)  A targeted instructional program limited to those
37identified workplace skills in which the student is not
38proficient as measured by the preinstructional assessment.
39Instruction must utilize a web-based program and be customized
40to meet identified specific needs of local employers.
41     (d)  A certificate and portfolio awarded to students upon
42successful completion of the instruction. Each portfolio must
43delineate the skills demonstrated by the student as evidence of
44the student's preparation for employment.
45     (4)  The State Board of Education, in consultation with the
46Agency for Workforce Innovation, may adopt rules pursuant to ss.
47120.536(1) and 120.54 to implement the provisions of this
48section.
49     Section 2.  This act shall take effect upon becoming a law.
