11 The Committee on Ways and Means (Atwater) recommended the
12 following amendment:

14 Senate Amendment (with title amendment)
15 On page 2, line 12, after the word "Act"
16
17 insert: . The Agency for Workforce Innovation, in developing
18 the allocation formula shall seek public comment from the
19 early learning coalitions and other interested persons. The
20 imposition of local match requirements relating to funds for
21 the working poor who are eligible participants is
22 discretionary, but if imposed, may not exceed 6 percent of
23 total program dollars directed to a county for the
24 funding-level match for the current fiscal year or the prior
25 fiscal year spent on child care slots, whichever is less. An
26 in-kind match is allowed if there is not a reduction in the
27 number of slots or level of services from the provision of
28 in-kind match. The Agency for Workforce Innovation shall grant
29 a waiver of any match requirement to a small county that has a
30 population of 75,000 or fewer which demonstrates a significant
31 hardship in meeting the match requirement
