14 On page 2, before line 1,

16 insert:
17 Section 1. Paragraph (w) is added to subsection (2) of
18 section 252.35, Florida Statutes, to read:
19 252.35 Emergency management powers; Division of
20 Emergency Management.--
21 (2) The division is responsible for carrying out the
22 provisions of ss. 252.31-252.90. In performing its duties
23 under ss. 252.31-252.90, the division shall:
24 (w) In cooperation with the local governing board or
25 county commission, local emergency management agencies shall
26 establish and maintain a vendor and price list for contractual
27 services of disaster-relief cleanup for use by the county and
28 municipalities during emergencies declared by the Governor
29 pursuant to s. 252.36. Such contracts must be awarded after a
30 competitive solicitation process, must require the
31 establishment of hauling rates and debris removal and

1 reduction, and must comply with all guidelines of the Federal
2 Emergency Management Agency which are established at the time
3 of the contract. Purchases by any county, municipality, or
4 other local governmental agency from a state term contract for
5 the collection, removal, or reduction of disaster debris are
6 exempt from competitive-solicitation requirements.

13 On page 1, line 2, after the semicolon,

15 insert:
16 amending s. 252.35, F.S.; permitting the
17 Division of Emergency Management to create a
18 statewide vendor list for emergency cleanup;
19 providing guidelines for contracts awarded for
20 such cleanup services;
