A bill to be entitled
2An act relating to verification of identity; prohibiting a
3state agency, political subdivision, or officer or
4employee thereof from recognizing documents other than the
5documents specified in the act for purposes of proving the
6identity of an applicant for a public benefit, license, or
7permit or proving the identity of a person registering to
8vote; providing specified documents that are acceptable to
9prove identification of the person; providing an effective
10date.

12Be It Enacted by the Legislature of the State of Florida:
13
14     Section 1.  Verification of identity for public benefits,
15licenses, permits, and voter registration.--
16     (1)  A department, agency, commission, or other entity of
17the state, a political subdivision, or an officer or employee
18thereof may not recognize or rely upon, or authorize the
19recognition of or reliance upon, any document that is not
20described in subsection (3) when the document is offered to
21prove the identity of a person applying for a public benefit,
22license, or permit.
23     (2)  Notwithstanding part II of chapter 97, Florida
24Statutes, a department or other entity of the state, a political
25subdivision, or any agency or employee thereof authorized to
26register a person to vote in any federal, state, or local
27election may not recognize or rely upon, or authorize the
28recognition of or reliance upon, any document that is not
29described in subsection (3) when the document is offered to
30prove the identity of a person attempting to register to vote in
31this state.
32     (3)  Documents acceptable to prove the identity of a person
33are limited to:
34     (a)  A valid, unexpired passport issued by the United
35States, an immigration document issued by the Federal
36Government, and any document issued by an agency of the Federal
37Government or the Armed Services of the United States which
38bears a photograph of the person.
39     (b)  A valid, unexpired passport issued by a foreign
40government if the passport includes or is accompanied by a
41document proving that the alien is lawfully in the United
42States.
43     (c)  A valid, unexpired identification document issued by a
44state or political subdivision if the document bears a recent
45photograph of the individual, the issuing state or political
46subdivision prohibits the issuance of the identification
47document to an alien who is unlawfully in the United States, and
48the state or political subdivision requires independent
49verification of the records offered by the person to prove
50identity when applying for the identification document.
51     Section 2.  This act shall take effect July 1, 2006.
