A bill to be entitled
6An act relating to verification of identity; requiring the
7Department of Highway Safety and Motor Vehicles, or its
8agent, to verify social security numbers of driver's
9license or identity card applicants; providing specified
10documents that are acceptable to prove identification of a
11person; providing that the act does not apply to part II
12of ch. 97, F.S., relating to the Florida Voter
13Registration Act; providing an effective date.

15Be It Enacted by the Legislature of the State of Florida:
16
17     Section 1.  Verification of identity.--
18     (1)  The Department of Highway Safety and Motor Vehicles,
19or its approved designated agent, shall verify that the social
20security number submitted by the applicant for a driver's
21license or state identification card does belong to the
22applicant and is not a duplicated or fraudulent number through
23verification by the Social Security Administration and
24Department of Highway Safety and Motor Vehicles records.
25     (2)  Documents acceptable to prove the identity of a person
26are limited to:
27     (a)  A valid, unexpired passport issued by the United
28States, an immigration document issued by the Federal
29Government, and any document issued by an agency of the Federal
30Government or the Armed Services of the United States that bears
31a photograph of the person.
32     (b)  A valid, unexpired passport issued by a foreign
33government if the passport includes or is accompanied by a
34document proving that the alien is lawfully in the United
35States.
36     (c)  An authentic identification document issued by a state
37or political subdivision if the document bears a recent
38photograph of the individual, the issuing state or political
39subdivision prohibits the issuance of the identification
40document to an alien who is unlawfully in the United States, and
41the state or political subdivision requires independent
42verification of the records offered by the person to prove
43identity when applying for the identification document.
44     (d)  A document that satisfies the verification process
45specified in the REAL ID Act of 2005, Pub. L. No. 109-13, Div.
46B, 119 Stat. 302.
47     (3)  This section does not apply to part II of chapter 97,
48Florida Statutes.
49     Section 2.  This act shall take effect July 1, 2006.
