14 Senate Amendment (with title amendment)
15 On page 23, between lines 10 and 11,
16
17 insert:
18 (10)(a) The commission shall, by December 31, 2006,
19 submit a report to the Governor, the Cabinet, the President of
20 the Senate, and the Speaker of the House of Representatives
21 which recommends consensus-based public-involvement processes
22 to reduce greenhouse gas emissions in this state and to make
23 such reductions and related economic, energy, and
24 environmental co-benefits a state priority.
25 (b) The report must include recommended steps and a
26 schedule for the development of a comprehensive state climate
27 action plan with statewide greenhouse-gas-reduction goals and
28 a range of specific policy options for all economic sectors to
29 be developed through a public-involvement process, including
30 transportation and land use; power generation; residential,
31 commercial, and industrial activities; waste management;

1 agriculture and forestry; emissions-reporting systems; and
2 public education.
3 (c) The climate action plan must include:
4 1. Recommendations for the development of an annual
5 greenhouse-gas-emissions inventory by the Department of
6 Environmental Protection, recommendations for the development
7 of a current comprehensive inventory of state greenhouse gas
8 emissions since 1990 and a similar forecast of state
9 greenhouse gas emissions from the present to the year 2020 or
10 later.
11 2. Recommended steps to identify areas where specific
12 greenhouse-gas-reduction policies are feasible; the costs and
13 benefits of each recommendation; methods for helping
14 individuals, institutions, and businesses reduce emissions; an
15 implementation schedule; and identification of funding
16 requirements for the development and implementation of
17 strategies.
18 3. Consideration of the feasibility of establishing by
19 law a greenhouse-gas-reduction target to lower greenhouse gas
20 emissions in the state below the forecasted levels of
21 emissions growth in the future at maximum achievable levels.
22 (d) The commission may appoint technical advisory
23 committees and technical assistance providers to provide
24 recommendations to assist with the intent of this subsection.
