15         Senate Amendment (with title amendment) 
16         On page 133, between lines 1 and 2,
17  
18  insert:  
19         Section 71.  By November 1, 2006, the Department of
20  Environmental Protection shall provide to the Governor, the
21  President of the Senate, and the Speaker of the House of
22  Representatives a report detailing the state's leadership by
23  example in energy conservation and energy efficiency. The
24  report must include a description of state programs designed
25  to achieve energy conservation and energy efficiency at state
26  owned facilities, such as the guaranteed energy performance
27  savings contracting pursuant to s. 489.145, Florida Statutes,
28  and the inclusion of alternative fuel vehicles in state
29  fleets. The report must describe the costs of implementation,
30  details of the programs, and current and projected energy and
31  cost savings.
