11 The Committee on Ways and Means (Atwater) recommended the
12 following amendment:

15 On page 55, line 16, through page 56, line 11, delete
16 those lines

18 and insert:
19 (12) "Electrical power plant" means, for the purpose
20 of certification, any steam or solar electrical generating
21 facility using any process or fuel, including nuclear
22 materials, except that this term does not include any steam or
23 solar electric generating facility of less than 75 megawatts
24 in capacity unless the applicant for such a facility elects to
25 apply for certification under this act. This term and includes
26 associated facilities, including offsite facilities, to be
27 owned or operated by the applicant which directly support the
28 construction and operation of the electrical power plant and
29 which are physically connected to the electrical plant site or
30 which are directly connected to the electrical power plant
31 site by other proposed associated facilities to be owned by

1 the applicant such as fuel unloading facilities, pipelines
2 necessary for transporting fuel for the operation of the
3 facility or other fuel transportation facilities, water or
4 wastewater transport pipelines, construction, maintenance and
5 access roads, railway lines necessary for transport of
6 construction equipment or fuel for the operation of the
7 facility. The term shall also include and those associated
8 transmission lines owned or operated by the applicant which
9 connect the electrical power plant to an existing transmission
10 network or rights-of-way to which the applicant intends to
11 connect, except that this term does not include any steam or
12 solar electrical generating facility of less than 75 megawatts
13 in capacity unless the applicant for such a facility elects to
14 apply for certification under this act. Associated facilities
15 An associated transmission line may include, at the
16 applicant's option, offsite associated facilities that will
17 not be owned by the applicant, offsite associated facilities
18 which are owned by the applicant but which are not directly
19 connected to the electrical power plant site, any proposed
20 terminal or intermediate substations or substation expansions
21 connected to the associated transmission line, or new
22 transmission lines or upgrades or improvements of an existing
23 transmission line on any portion of the applicant's electrical
24 transmission system necessary to support the generation
25 injected into the system from the proposed electrical power
26 plant.
