3     Amendment to Amendment (413029) (with directory and title
4amendments)
5Remove lines 275-309 and insert:
6     (2)(a)  The council shall, by December 31, 2006, submit a
7report to the Governor, the Cabinet, the President of the
8Senate, and the Speaker of the House of Representatives which
9recommends consensus-based public-involvement processes to
10reduce greenhouse gas emissions in this state and to make such
11reductions and related economic, energy, and environmental co-
12benefits a state priority.
13     (b)  The report must include recommended steps and a
14schedule for the development of a comprehensive state climate
15action plan with statewide greenhouse gas reduction goals and a
16range of specific policy options for all economic sectors to be
17developed through a public-involvement process, including
18transportation and land use; power generation; residential,
19commercial, and industrial activities; waste management;
20agriculture and forestry; emissions-reporting systems; and
21public education.
22     (c)  The climate action plan must include:
23     1.  Recommendations for the development of an annual
24greenhouse gas emissions inventory by the Department of
25Environmental Protection, recommendations for the development of
26a current comprehensive inventory of state greenhouse gas
27emissions since 1990, and a similar forecast of state greenhouse
28gas emissions from the present to the year 2020 or later.
29     2.  Recommended steps to identify areas where specific
30greenhouse gas reduction policies are feasible; the costs and
31benefits of each recommendation; methods for helping
32individuals, institutions, and businesses reduce emissions; an
33implementation schedule; and identification of funding
34requirements for the development and implementation of
35strategies.
36     3.  Consideration of the feasibility of establishing by law
37a greenhouse gas reduction target to lower greenhouse gas
38emissions in the state below the forecasted levels of emissions
39growth in the future at maximum achievable levels.
40     (d)  The council may appoint technical advisory committees
41and technical assistance providers to provide recommendations to
42assist with the intent of this subsection.
43     (3)(a)  The council shall be comprised of a diversity of
44stakeholders and may include utility providers, alternative
45energy providers, researchers, environmental scientists, fuel
46suppliers, technology manufacturers, persons representing
47environmental, consumer, and public health interests, and
48others.
49     (b)  The council shall consist of nine voting members as
50follows:
51     1.  The Secretary of Environmental Protection, or his or
52her designee, who shall serve as chair of the council.
53     2.  The chair of the Public Service Commission, or his or
54her designee, who shall serve as vice chair of the council.
55     3.  One member shall be the Commissioner of Agriculture, or
56his or her designee.
57     4.  Two members who shall be appointed by the Governor.
58     5.  Two members who shall be appointed by the President of
59the Senate.
60     6.  Two members who shall be appointed by the Speaker of
61the House of Representatives.
62     (c)  All initial members shall be appointed prior to
63September 1, 2006. Appointments made by the Governor, the
64President of the Senate, and the Speaker of the House of
65Representatives shall be for terms of 2 years each. Members
66shall serve until their successors are appointed. Vacancies
67shall be filled in the manner of the original appointment for
68the remainder of the term that is vacated.
69     (d)  Members shall serve without compensation but are
70entitled to reimbursement for travel expenses and per diem
71related to council duties and responsibilities pursuant to s.
72112.061.
73     (4)  The Department of Environmental Protection shall
74provide primary staff support to the council and shall ensure
75that council meetings are electronically recorded. Such
76recording shall be preserved pursuant to chapters 119 and 257.
77     (5)  The Department of Environmental Protection may adopt
